A series of e-mails between the former Minister of Health Ilir Beqaj, the former Deputy Minister Klodjan Rrjepaj and the immigrant Ilir Rrapaj, have been analyzed by SPAK, creating confidence in the dismantling of the corrupt sterilization concession scheme.
The e-mails show that the minister of the time, Ilir Beqaj, is suspected of being personally involved in this affair. While all the dirty business is predetermined 4 months before Minister Beqaj officially opened the competition on February 13, 2015 and invited the companies.
Fully 52 days before Ilir Beqaj and the administrator of the concession company "Sani Service" Admir Daca, signed the concession contract, Beqaj sent an e-mail to Klodjan Rrjepaj and Milva Ekonomit.
The e-mail provided by "Ora Neës" is dated October 11, 2015, just one month after Beqaj announced the winner of his friend Ilir Rrapaj's firm.
"...please follow with priority the preparation of contracts for the respective PPPs..." - wrote Beqaj to the two deputy ministers.
Another E-Mail that implicates Beqaj in the predetermination of this concession is on October 26, 2015, when the contract had not yet been concluded, as the Italian Umbro Staçini, in the capacity of the administrator of the company "Tecnosanimed" and "U.Jet, srl" wrote to him Deputy Minister Klodian Rrjepaj.
The latter forwards this e-mail and informs Minister Beqaj. But the latter forwarded the answer to Rrjepaj again via e-mail, asserting that: "...without the involvement of the State Attorney, it is soon to sit down for a contract with the Italians...".
In fact, even though the State Attorney's Office has received an opinion, the latter has returned an answer to the ministry clarifying that: "...under the above conditions, the provisions of the contract given by the concessionaire through the letter dated January 13, 2016 are not applicable in the agreement signed and agreed between the parties.
In the SPAK file, through these communications, Rrjepaj and Beqaj, it is clear that they were aware of the winner of the concession, precisely the people they had met in Italy and with whom they had had constant communications, going abroad together .
According to the SPAK file for the investigation into the affair with the "SaniService" company, it turns out that Rjepaj and Ilir Rrapaj have been friends since their university studies.
The prosecutors who are investigating the sterilization concession have complete information, which shows that Rrapaj and Rjepaj completed their studies at the Faculty of Medicine in 1991-1994.
Not only that, since in the same years the citizen with the initials Artan Lleshi, who is the director of the concession company "Sani Service", was also a student of Medicine.
As if the faculty records were not enough, the acquaintance between Rrapaj and Rjepaj was also confirmed by a fellow student with the initials DN
Also, in the same register in "register 7", where the name of the citizen Ilir Rrapaj is located, the name of the citizen Artan Lleshi, who completed his studies in the academic year 1994-1995, is noted.

Nga përmbajtja e këtyre akteve rezulton se Ilir Rrapaj dhe Klodian Rjepaj kanë ndjekur bashkë studimet e larta në Fakultetin e Mjekësisë në Tiranë në vitet 1991-1994 (1995-1996 të dy nuk kanë frekuentuar studimet). Gjithashtu, këta të fundit kanë përfunduar studimet me shtetasin Lleshin.
Gjithashtu në dosjen hetimore thuhet se Ilir Rapaj përfaqësuesi i subjektit “Investital LLC" dhe italiani Umbro Staçini përfaqësues i subjektit “Tecnosanimed SRL” dhe “U.Jet SRL”, që krijuan kompaninë koncesionare “Saniservice” kanë njohje personale me të dyshuarin Klodian Rjepaj, zv. ministër i Shëndetësisë dhe z.Ilir Beqaj ministër i Shëndetësisë në kohën e përgatitjes dhe përfundimit të procedurës së koncesionit.
Njohja fillon prej muajit nëntor 2013, përpara procedurës së koncesionit. Kështu Ilir Rrapaj, Ilir Beqaj, Klodian Rjepaj kanë hyrë në Shqipëri në Pikën e Kalimit Kufitar në Rinas me linjën Ajrore Alitalia Rome në datën 15 qershor 2014.
