Through the e-mails analyzed by SPAK, it is clear that despite the establishment of a working group with several names in the Ministry to negotiate the terms of the contract, it is clear that it was negotiated by the Deputy Minister of Health Klodian Rjepaj himself, who then he passed the draft to the committee members.

Sterilization contract

Ky i fundit paraqitej për herë të parë në këtë mbledhje dhe emri i Dacës, nuk ishte përmendur asnjëherë gjatë përpilimit të dokumenteve nga 2014 e në vijim.

Kjo pasi sipas certifikatës së regjistrimit shoqëria “SaniService” ka filluar veprimtarinë në 3 korrik 2015 dhe “Administrimi" i saj i përkiste Vlonjatit Bledar Rrokaj, një i besuar i Ilir Rrapaj.

Ndërsa Admir Daca është emëruar Administrator i “SaniService” në 1 dhjetor 2015 dhe në datat kur thuhet se është kryer negocimi ky person nuk ka qenë administrator i kësaj kompanie.

Gjithashtu, nuk disponohet ndonjë akt-autorizimi për pjesëmarrjen në negociata të Admir Daca përpara se të emërohet administrator i “SaniService”.

Prokuroria thotë se në lidhje me këtë negocim të kushteve të Kontratës, vërehet se Autoriteti Kontraktor që është Ministria e Shëndetësisë dhe titullari i saj, Ilir Beqaj që ka firmosur, nuk ka paraqitur asnjë pikë për negocim në këtë kontratë.
