Pano Soko, the leader of the Thurje Initiative, which has denounced the sterilization concession, has today dismantled the contract for the sterilization of hospital equipment given to the private sector and the practical "forgiveness" of the state center where this service was previously performed.
Soko described SPAK's investigation as delayed, stressing that every month of delay results in the loss of money. He stressed that the responsibility should go higher, to the former Minister of Health Ilir Beqja. According to Sokos, this concession contract increased costs by 80 times.
" Delayed investigation? Yes! Why do we want the investigations to be done quickly? Because for each day or month of delay in the investigation, we continue to pay money. The problem is not that the trial of a case that has lasting effects was delayed, the problem is that if we don't investigate quickly we lose a lot of money, as it happened. Our aim is to manage to block as much money as possible so that it does not go to this service tainted by a criminal effect and we find it easier to return the money.
That money that has been misused, abused, stolen, found and returned to the state budget, by seizing bank accounts, assets that have been accumulated, that have been bought, houses, properties, cars. Therefore we request that the investigation should have been done sooner. It has been three and a half years since our denunciation in 2019. We have lost several tens of thousands of euros during this time" , said Soko.
He further stated that former minister Beqja cannot be left out.
" We have demanded that the entire chain of command that made the decision be held accountable. Leaving the minister out, an anomaly that must be fixed as soon as possible. Even the Court expressed its reaction to the exclusion of Beqja. You can't leave it out. I believe that he should go even higher than Mr. Beqja. Concession contracts are discussed in the council of ministers.
I want to know what the prime minister said about giving the sterilization center to a private person for free. This is absolute logical nonsense. It seems obvious that there is abuse. What did the prime minister say about this? This prime minister who has the pensioners with 150 thousand old lek and has the economic aid with 50 thousand old lek. What did the prime minister say that the cost of sterilization cost 50 new lek for a set before the concession and was going to 200-300 euros for a set.
If a prime minister has not discussed this, why is he there?! If they have discussed it, come before the Albanians. Tua says to pensioners and those with economic assistance that I decided, that's how I judged it.
The responsibility does not end there. I don't expect a prime minister to beat people, nor to put his hands in the coffers and take money, that's how he abuses his office.
If this concession, this service to be covered is a priority, should it or should it not be decided by the majority that received the votes. I have the discussion in principle. The priorities are set by the government. For me, the sterilization of medical devices should have been at the end. We have much bigger problems in medicine.
Normally, I would judge that the 100 million euros required by the concession contract would be distributed to other medical services. The arithmetic with which we use tax money is the same for everyone.
When the abuse is intentional, it is corruption, this is where the responsibility lies with the government ," said Soko.

“Sterilizimi është një proces që kryhet gjithë jetën. Nuk mund të kryhet procedura spitalore pa sterilizimin. Është kryer dhe më para. A ka pasur probleme, por ka pasur. Por të pasurit probleme me procesin e sterilizimit nuk është një biletë për të përdorur pa hesap paratë publike. Këtë qendër sterilizimi të ndërtuar me 1 mln euro ne ia dhamë falas kompanisë. Në momentin kur procesi bëhej nga spitalet, shteti shqiptar paguante 250 mijë euro. Kur u dha me koncesion, në vitin e tretë të koncesionit shkoi 17 mln euro, 1.7 mld lekë. Është 80 herë më e madhe rritja. Kjo është arsyeja që na detyroi të lëviznim. Nga pikëpamja buxhetore më ra në sy që kostoja e një shërbimi që më para nuk kishte zë, u rrit në mënyrë eksponenciale. Këto 17 mln euro prodhoheshin nga qendra e sterilizimit që ishte ngritur me lekët e taksave. Qendrën ia dhamë ne falas për gjithë kohën e koncesionit”, tha Soko.
Por më e rënda, sipas tij ishte reduktimi i operacioneve, për shkak se spitalet nuk mund të paguanin kostot e caktuara nga vetë shteti për sterilizimin e pajisjeve spitalore.
“Për shkak të kostove të larta buxheti i spitaleve ishte i pamjaftueshëm, nuk kishim lekë për tarifat që ia lamë vetë te kontrata. Nuk kishin para që për çdo operacion të blinin setet e reja. Ne në vend të rishikonim tarifat, u mor vendimi të ulej numri i operacioneve, pati kufizime. 1000 operacione në muaj. Çfarë ndodh me të tjerët? Ky ishte problemi më i madh. Ky është një problem që të irriton nga pikëpamja njerëzore.
Shumë mjekë për humanizmin e tyre vendosën që pajisjet e tyre t’i sterilizonin fshehtas. Nëse e merrte vesh koncesionari, humbte 100-200 euro. Kjo ishte ajo që na goditi shumë”, tha ai.
Soko theksoi se pagesa duhet të stopohet dhe procesi duhet t’i kthehet metodës së vjetër.
“Marrja e koncesionit nga institucionet shtetërore dhe vazhdimi i operimit nga institucionet shtetërore.
Kontrata koncesionare parashikonte 10 mln euro në vit, por u la e hapur. Ndodhte që tarifat e shërbimit të koncesionarit shkuan deri 17 mln euro në vit. Çka do të thotë se vlera e koncesionit nuk do të ishte 100 mln euro, por mund të dyfishohej deri në fund, të shkonte 200 mln euro. Lënia e tavanit të hapur është një nga shkeljet që është bërë në këtë kontratë. Është lënë hapur kastile”, u shpreh ai.
Sa i përket debatit për kontratën origjinale të koncesionit, për të cilën u tha se ishte zhdukur, Soko e cilësoi absurdin më të madh.
