
During the entire 45-year period of the dictatorial communist regime of Enver Hoxha and his successor, Ramiz Alia, both official historiography and its propaganda tools have never spoken of the creation of any other political party (in illegality), except for the Albanian Communist Party, which was founded on November 8, 1941. Likewise, even after the collapse of the communist regime, and until today, that is, for 35 years in a row, not a single archival document has been published, which speaks of the creation of any other political party during the 45-year period of the communist regime, that is, from December 1945 until December 1990, when the Democratic Party of Albania was formed. Likewise, during this period of nearly 45 years, there has not been a single public testimony in the media, where anyone has made it known that during the period of communist rule in Albania, another political party was created in illegality!
So, from the above, during the communist regime in Albania, apart from the Communist Party led by Enver Hoxha and his successor Ramiz Alia, it does not appear that any other party was created illegally. But does this fact hold?! From the secret archival documents recently discovered by Memorie.al, in the Archives of the Ministry of Internal Affairs, it appears that; not only was another party formed, even an anti-communist one, but it had regular structures distributed from the South to the North, with a chairman, president, secretary general and its own program, it had the party seal with which the various tracts and appeals that that party issued from time to time were stamped.
Likewise, some of the main leaders or members of that organization, such as Andrea Diamanti, Jorgji Bulgareci, etc. with their families, have gone out to the villages of the Korça district, such as Gor, Opar, Bulgarec and Çiflik, agitating against the communist regime in power. Not only that, but that party has illegally sent some of its “delegates” to Greece and other Western countries, to participate in various meetings and conferences held by the “sister parties” of these countries, as well as to request aid, funding, weapons, etc. etc.
Even several tracts of this party signed by two of its main leaders, Andrea Diamanti and Ahmet Shkëmbim, denouncing or directly accusing the "Commander" (Enver Hoxha), even with insulting words addressed to him, were sent by mail to the Prime Minister of Italy Alcide De Gasperi, the leader of Yugoslavia, Marshal Josif Broz Tito, the President of Turkey Ismet Ynonu, in England, etc.

Nga njoftimet që kemi nga ana e Burrelit, rezulton se “Partia Popullore” që përpunohet nga Dega e Korçës, është shtrirë dhe në Ushtri. Ushtari i liruar, Isuf Bajram Gjepi nga rrethi i Burrelit, kishte rënë në lidhje me elementë të kësaj organizate që kur ishte ushtar në Korçë, nga ku kishte marrë trakte dhe letra për t’i shpërndarë në rrethin e tij, të cilat bënin thirrje për t’u bashkuar në radhët e kësaj organizate, siç ka qenë rasti i Sulejman Likursit nga rrethi i Burrelit, të cilit me anën e një letre i bëhej thirrje të merrte pjesë duke mbajtur lidhje me Jashar Grashën nga rrethi i Peshkopisë dhe Ismail Voglin nga Kruja. Brenda në letër ishte vënë edhe një komunikatë e “Partia Popullore”. Letra u zbulua se ishte hedhur në postën e Klosit nga Isuf Bajram Gjepi.

B)Nga njoftime e Burrelit rezulton se “Partia Popullore” që përpunohet nga Dega e Korçës, është shtrirë dhe në Ushtri. Ushtari i liruar, Isuf Bajram Gjepi nga rrethi i Burrelit, kishte rënë në lidhje me elementë të kësaj organizate që kur ishte ushtar në Korçë, nga ku kishte marrë trakte dhe letra për t’i shpërndarë në rrethin e tij, të cilat bënin thirrje për t’u bashkuar në radhët e kësaj organizate, siç ka qenë rasti i Sulejman Likursit nga rrethi i Burrelit, të cilit me anën e një letre i bëhej thirrje të merrte pjesë duke mbajtur lidhje me Jashar Grashën nga rrethi i Peshkopisë dhe Ismail Voglin nga Kruja. Brenda në letër ishte vënë edhe një komunikatë e “Partia Popullore”. Letra u zbulua se ishte hedhur në postën e Klosit nga Isuf Bajram Gjepi.
During the processing of this organization (Korça) it was discovered that a radio station was broadcasting that it was receiving tracts from the Greek saboteurs from Sotir Monaka (now arrested) and distributing them. On the other hand, there is talk of the passage to Greece of Dhorka Shesit with her sister, as a delegate for this "Party", who will participate in conferences abroad, where they will ask for help, such as weapons, ammunition, etc. It is established that members of its organization, such as Andrea Diamanti, Jorgji Bulgareci, etc. and the sister of the latter, have gone out to the villages for opposition activities, such as in Gor, Opar, Bulgarec and in the village of Çiflik in Korça.

One from Korça to Canada sends three typewritten letters with content against the Government, the Party and the Commander, sending one to Attlee in London, the other to De Gasperi in Rome and the third to Ismet Ynonu in Turkey, signed by the general secretary of the anti-communist People's Party, Ahmet Shkëmbi, and bearing the seal of that Committee.
– In two letters that leave Korça for Canada, they are addressed to all fascist-imperialist governments and one to Tito, in which our power, leadership, and Party are insulted, and help is requested, under the pretext that forces have emerged in the mountains and are demanding the overthrow of our government.

On 11.3.1950, elements of the "People's Party" organization, in an organized manner, withdrew the typewriter from the "Fuat Babani" school in Korça, to print tracts. In recent days, the activity of this organization has expanded considerably, with a number of new elements emerging, most of them women. They have made a stamp with the name; Central Committee of the Albanian Anti-Communist People's Party, with which they have stamped several tracts. The leader of this work is Andrea Diamanti.
