The appeal of GJKKO has left in force the security measure for Oltion Bistri, the former head of Operacionale, who was arrested by order of SPAK. Thus, Bistri was left under the security measure of "prison arrest".
The Special Court of Appeal for Corruption and Organized Crime, with a monocratic panel composed of judge Saida Dollani, today 04.05.2024, at 10:30, announced the decision on criminal case no. 15 act, date 28.03.2024 registration, related to the reconsideration of the appeal of the person under investigation Oltion Bistri., to the decision no. 97, dated 29.07.2023 of the Special Court of First Instance for Corruption and Organized Crime (in matters of personal security measures), and decided:
- Approval of decision no. 97, dated 29.07.2023 of the Special Court of First Instance for Corruption and Organized Crime as far as it has decided to continue the implementation of the personal security measure "Arrest in prison", provided by article 238 of the Criminal Code, determined by decision no. 94, dated 23.07.2023 of the Special Court of the First Instance for Corruption and Organized Crime, against the complainant Oltion Bistri.
Former police chief Oltion Bistri was arrested in 2023 on the charge of abuse of office, revealing investigative secrets and debunking police actions.
In the framework of the "Metamorfoza" operation, apart from him, the businessman Pëllumb Gjoka, the prosecutor of Kukës Xhevahir Lita and 3 others, among them Edmond Preka and Astmer Bilali, were arrested.
Oltion Bistri, in his capacity as Chief of Police, abused his duty on two occasions, informing Pëllumb Gjoka in real time about the actions of the police regarding the much talked about operation "Games of Fate", and on a second occasion for the capture of a the person in search.
It is about the citizen from Shkodra, Ali Hysa, who was wanted by the Përmet prosecutor's office on the charge of "Production and sale of narcotics".
Hysa appeared in the surveillance of a large drug distribution group, so the prosecutor of Përmet, Asllan Bajramaj, decided in 2020 to declare him wanted by ordering the police to arrest him.
But in the French file it appears that the operational plan for the capture of Ali Hysa from Shkodra was de-conspired by the Chief of Police, Oltion Bistri.
According to the file, Oltion Bistri is suspected of having also consumed the elements of the criminal offense "Disclosure of secret acts or data", since due to his duty he became aware of the document entitled "FATE OF GAMES".
The document is dated February 20, 2020 and was approved by the Director of Police, at the Directorate of Tirana, Rebani Jaupi, who is classified as secret.
Bistri, after being informed of this plan, informed the investigator Pëllumb Gjoka in order for the latter to take measures so that the gambling equipment would not be discovered.
Likewise, due to his duty, as well as the operational plans drawn up by the Tirana Local Directorate in relation to the fact of the wanted announcement of Ali M.Hysa, announced as wanted on February 28, 2020 by the Shkodër Local Police Directorate, in based on the order of the Prosecutor's Office, Bistri shared this secret information with the investigator Pëllumb Gjoka.
