First of all, we are mentioning a fact: On April 12, 2018, the Prosecutor's Office of Vlora seized 115 thousand m2 of land in Himare, which had been stolen from the old hereditary owners; which, after the examination of the documents, turned out to have been profited by falsifying the asset registers before 1945.
After this case, denunciations were also made to the Prosecutor's Office of Vlora by residents of Borsh, Piqeras and Lukova, for land robbery through forgeries made in the old records of the State Archives, but the prosecution did not act further, leaving the case in silence.
The cause that "tied the hands" of the Prosecutor's Office of Vlora 6 years ago was discovered by the National Bureau of Investigation, during the 2-year examination of the denunciations about the lands that were stolen from the inhabitants of Himara and Borshi, as well as during nearly 1 year of investigation of the file "Xhačka".
BKH agents have established that in 187 land surfaces in Himare, the owners are people who benefited from them with false documents, obtained from the State Archives in the real estate registers of the years 1910-1930.
In the information provided by "Pamphlet", it is said that the agents of the National Bureau of Investigation have discovered falsifications of the names of the persons and families of the old owners of Himara, of the surfaces, of the boundaries between the lands and their indexes from 90-110 years ago.
The traces of the actions have established that after receiving the forged documents in the Archive, they have self-declared "owners"; they presented them to the Property Commission and the Court of Vlora, where they were recognized as old owners, heirs and registered in the Mortgage.
Inhabitants of Himara after 1950, but also people who were not native Himariots and are not residents there even today, have robbed lands on which they have built villas, hotels and resorts.
The examinations carried out by the Scientific Police have found that they have benefited by falsifying records of Himara's corks in the State Archives; falsifications that were made after 2009, freely interfering with the records of the years 1910-1930.
Falsifications in the State Archives, as alleged old hereditary owners, have also been made for the lands by the sea, given by Law no. 7501, which have historically been state property.
But the Property Commission and the Court of Vlora, the Court of Appeal and the Supreme Court, have recognized and given to the robbers who presented forged documents, and even the Scientific Police in the years 2014-2022, gave the report-expertise as if they were not made forgeries.

The scandal is the fact that for 33 properties in Himare, the pages of the registers are photocopies, when there were no photocopying devices more than 100 years ago; while the leaders of the Archive have confirmed them as original and regular tapi.
"Pamphlet" has learned that BKH will land in the State Archives for property registers before 1945, which were corrected after 2000; starting from the evidence discovered so far, but also from the fact that in the Scientific Police, there are 780 requests submitted for expertise by the owners who are old residents of Himara./ Pamphlet
