The new wave of justice in Montenegro has shaken not only official Podgorica, but has also caused tremors to be felt strongly on the other side of Lake Skadar.
The arrest of Aco Djukanović, the brother of long-time former Montenegrin president Milo Djukanović, has sent a clear signal across the region: the veil of immunity for family members of those in power is being torn away.
The February 27 raids in Podgorica and Niksic, the seizure of weapons and the arrest of the former head of state's brother, have been predicted by analysts as a historic test of the independence of Montenegrin justice. But this event has immediately reopened Albania's great wound: why is such a standard not applied to Olsi Rama?
In Tirana, the name of Prime Minister Edi Rama's brother has been circulating for years in the corridors of the prosecution, in the files of German counterparts and in the accusations of the opposition. But unlike Aco Đukanović, who is already facing justice, Olsi Rama continues to remain a figure that SPAK seems to avoid.
"The drug car" and the German file, Olsi's anxiety
What makes the comparison troubling for the prime minister's brother are the concrete files weighing on him. Just as Aco Djukanovic was raided for weapons and suspicious documentation, Olsi Rama has an atmosphere around him weighed down by criminal files that in any other country would have led to in-depth investigations.
The most serious is the Xibraka File, a story that links the prime minister's brother to international drug trafficking. Despite the fact that SPAK quickly closed the case, the evidence documented by the TIMS systems speaks for itself. The head of the DP Parliamentary Group, Gazment Bardhi, has repeatedly criticized the government, pointing out that "official TIMS system data document that he used the AA 653 DM narco-vehicle at least 7 times for his trips abroad during the period when the drug laboratory in Xibraka was being built."
But it's not just Xibraka. German justice has indicted Olsi Rama not only for the cocaine laboratory, but also for his involvement in the international fraud network "Milton Group", a call-center organization that defrauded German citizens. His name is in the files of the Bamberg Prosecutor's Office, and the testimonies of the arrested people describe him as the de facto "boss" of this activity in Albania.
The question that arises today, after the arrest in Montenegro: Why was Aco Djukanovic arrested and Olsi Rama continues to walk free, even taking on new leadership roles?
In Montenegro, justice has been served. In Albania, SPAK seems to have a different standard for the prime minister's family. Despite the media reporting on the German file, where Olsi Rama is implicated in millions of frauds, and despite the opposition constantly raising its voice, the Special Prosecution Office continues to maintain the position that "there is no evidence".
This "lack of evidence" contradicts what is being reported by European prosecutors. Some independent media outlets have raised concerns that SPAK has spared Olsi Rama by not including him in the investigation file and by terminating the investigations they had launched into the call-center network.
Olsi Rama's anxiety is not only related to the past, but also to the present. While Djukanovic's brother was facing justice for his affairs, in Tirana, the government gave the "Partizani" club, run by Olsi Rama, a state property of 12.6 thousand square meters for a symbolic rent of 1 euro. This decision of the Council of Ministers, taken in January 2026, shows that the climate of favoritism and impunity continues to be complete.
The case of Montenegro shows that justice can be equal for all, even when they bear the surname of a former president. Albania today faces the same test. Will Olsi Rama continue to remain the man for whom "there is no evidence", or will Albanian justice show that it has the courage to open the files that weigh on him and get to the bottom of the truth?
