The situation in the village of Rrjoll in Velipoja has become tense this Saturday, as residents continue to protest against the construction of the "Blue Borgo" tourist resort, a project by oligarch Bashkim Ulaj.
During the clash with police forces, several protesters were injured, while two of them were transported to the hospital for medical attention after a physical altercation with the officers.
Outraged by what they describe as property theft, protesters damaged the windows of several excavators and cabins of the construction company "Gener 2", as well as vehicles of the private security company "Breçani Security", contracted to guard the territory.
For about a month, residents of the area have been opposing the development of the project, claiming that the works are being carried out on land belonging to the Rrjoll families. They say they will not give up their opposition and consider any intervention without a final legal solution as a violation of property rights.
"Get off our lands," the protesters declared during the rally, demanding the immediate cessation of works until the ownership status is clarified.

We recall that a few days ago, the Court of Appeal of General Jurisdiction in Tirana recognized the Malaj family's ownership rights over an area of 20,700 square meters (about 2.1 hectares) in the village of Rrjoll. The decision came after a lawsuit initiated in 2018 against the Property Management Agency and partially accepted Nikollë Malaj's lawsuit.
The area recognized by the court is located in a border area with the territory where the tourist project is being implemented. Following this decision, residents expect the court to also consider the issue of the plot where the resort is currently being built.
They also dispute the ownership claim by Fatmir Shpellzaj, former director of the Cadastre and representative of the Freedom Party, who has declared that he owns the land in question. The residents accuse him of falsifying documents in the property registration process, a claim for which there is still no court decision.
The “Blue Borgo” project
Construction work on the resort began in early February, after the developer secured the relevant construction permit. The project covers an area of 146 hectares and envisages the construction of 33 accommodation and service structures, with buildings from three to ten floors above ground, as well as one underground floor. The investment developer is the company “ABA Blue Borgo”, which enjoys the status of a strategic investor.
