The project for the development of the “Lift Tower” complex on the land near the Tirana Cadastre has been postponed again, marking the sixth time that the deadlines have been extended. The Albanian Investment Corporation announced that the competitive procedure, scheduled for January 30, 2026, will take place on March 19. The project envisages the construction of three towers with mixed functions, while the model of dividing the areas between the state and the private partner has sparked debate. Previous procedures were canceled with the argument of unprofitable offers.
Prime Minister Edi Rama is unable to finalize the scenario for the construction of towers on the land near the Cadastre in Tirana, because the bargain with the predetermined builders has failed again.
In the Official Gazette of February 25, 2026, the Director of the Albanian Investment Corporation, Elira Kokona, published Announcement No. 47/8, dated February 23, 2026, with the purpose of extending the deadline for applications for the tower project at the Cadastre.
The announcement states: "The Albanian Investment Corporation informs interested parties that applications for the competitive procedure 'Development through public-private partnership of the 'Lift Tower' project, scheduled for January 30, 2026, will take place on March 19, 2026."
Apparently, negotiations are underway between the government and the firms interested in building the towers near the Cadastre, as the repeated postponement of the auction has raised doubts about the real reasons for the delay.
Following the project called "Revitalization of the Cadastre Building", the construction of a complex with three towers, 40 floors above ground and 7 floors underground, is planned.
The towers are planned to be used for residential, office, commercial, hotel, student residence and parking. According to the project, 100 percent of the residential areas and 60 percent of the commercial, office and underground parking areas will be transferred to the private partner.
The state, as the owner of the land, will receive 40 percent of the commercial, office and parking areas, which also includes the new offices of the General Cadastre.
This is the sixth postponement of the project. The deadlines have been extended to November 2024, January 2025, May 2025, September 2025, January 30, 2026, and most recently with the announcement of February 23, 2026, which brings the auction to March 19, 2026.
In the first three announcements for the tower project at the Cadastre, the companies "Edil Al-It", "DK Construction ONE Corp" and "Alko Impex" expressed interest, but the procedures were canceled with the argument of unprofitable offers.
So far, the projects of the merger of six private studios have been selected: Baukuh Studio Associato, Muoto & Sam Chermayeff Office, Yellow Office, Bollinger Grohmann, Atmoslab Simoj Boudvin and Arkimade.
