Në nëntor të vitit 2023, me kërkesë të SPAK u arrestua ish-drejtuesi i Policisë Tiranë, Erzen Breçani, në kuadër të dosjes Metamorfoza 2, ku në kërkim u shpallën edhe djali i tij Eralbi Breçani si dhe Ervin Mata për trafik ndërkombëtar kokaine, grup kriminal, pastrim parash dhe sigurim kushtesh për të kryer vrasje. Breçani, i cili sapo Sali Berisha humbi zgjedhjet në 2013 bëri thirrje për përmbysjen e Edi Ramës, pretendoi se i rrezikohej jeta në qeli dhe se vuante nga klaustrofobia. Në muajin shkurt 2024, ish-zyrtari i lartë i policisë u dërgua në spitalin e burgut pasi deklaroi se kishte frikë nga ambientet e mbyllura.
I akuzuar për pastrim parash, Erzen Breçani u lirua nga qelia në korrik të vitit 2024, duke u lënë në arrest shtëpie. Krahas mbështetjes ndaj Sali Berishës, daljeve si opinionist në TV dhe pastrimit të parave të drogës, Erzen Breçani kishte dhe ka futur dorën në buxhetin e shtetit, përmes kompanisë BREÇANI R.O.S.P., kamufluar në emrin e vëllait Fatbardh Breçani.
Kompania e sigurisë fizike BREÇANI R.O.S.P., themeluar në prill 2005, ka si administrator dhe pronar Fatbardh Breçani, vëllai i Erzen Breçanit. Për shkak të lidhjeve politike dhe klienteliste, ka dyshime të forta se pronari real i kompanisë është Erzen Breçani, ndërsa i vëllai pronar në letra dhe maskë e tij.
50 milionë euro tenderë publikë
Nga viti 2013 deri më sot, kompania e Breçanit ka marrë mbi 50 milionë euro para publike, përmes tenderëve të dyshimtë dhe të paracaktuara, kryesisht në bashkëpunim me kompaninë e Safet Gjicit, kamufluar gjithashtu përmes vëllait. Në 19 janar 2026, Breçani ka marrë tenderin e fundit nga Ujësjellësi i Tiranës me vlerë rreth 2.2 milionë euro, me ofertë fituese gati sa fondi limit, me pazar në tavolinë dhe në formë të dyshuar korruptive.
Gjatë kohës kur Erzen Breçani ishte në burg dhe më pas në arrest shtëpie, në llogarinë e kompanisë së tij kanë kaluar miliona euro para publike, në zbatim të kontratave të dyshuara korruptive me disa institucione publike. Një tjetër tender me vlerë 700 mijë euro, gjithnjë me pazar në tavolinë, e ka marrë nga UKT tre ditë para se të arrestohej nga SPAK për pastrim parash.
Përmes kompanisë BREÇANI R.O.S.P., Erzen Breçani kontrollon dhe ka në pronësi HEC Drita Energy, mbi lumin e Gashit, dega e lumit Valbonë. Hidrocentralin e ka ndërtuar në vitin 2019 me vendim të Këshillit Kombëtar të Territorit. Administrator i hidrocentralit është Eralbi Breçani, djali i Erzen Breçanit.
Eralbi Breçani është kunati i Ervin Matës, i konsideruar si një nga bosët më të mëdhenj shqiptarë të kokainës. Që të dy janë shpallur në kërkim nga SPAK-u si pjesë e grupit kriminal, i cili dyshohet se drejtohej nga Ervin Mata.
