Bixha brothers under investigation by SPAK, Elgert and Edvin Bixha represents the interests of Ergys Agas and his group
An episode documented in the SPAK file, administered by the BKH, sheds light on how Ergys Agasi acted to exert influence on state decision-making, using trusted persons and interfering in strategic processes. But behind his scheme, lies a whole network of characters who have benefited from public wealth in a clientelist manner, from AKSHI tenders to the oil fields in Patos.
At the center of this network are the brothers Elgerti and Edvin Bixha, now under investigation by SPAK. But the focus of the investigations and this article is Elgerti Bixha's partnership with Idajet Ismailaj, one of the names behind the controversial "Manastiri Resort" project in Manastir Bay.
Who is the "Labi" that Agassi wanted to name at all costs?
In the messages seized by SPAK, Ergys Agasi speaks of a person nicknamed "Labi", now identified as Elgert Bixha, whom he intended to appoint as administrator in a private company that had won a concession from the ministry headed at the time by Damian Gjiknuri.
The conversation is from 2019 and was analyzed by SPAK to illustrate the "modus operandi" of Ergys Agasit, who speaks of a situation where, according to the file, former Minister of Infrastructure and Energy Damian Gjiknuri had become an obstacle to the realization of illegal benefits and the manipulation of tenders.
In the message dated 06.03.2019, at 21:54:43, Ergys Agasi states: "We'll put the boys in here, whatever they want..."** , a phrase that, according to SPAK, implies the use of force and connections with high-risk individuals to "remove" administrative obstacles. According to the file, Gjiknuri did not make this appointment.
Today, Elgerti Bixha turns out to be one of Ergys Agas's trusted people, representing his and the group's interests in several strategic businesses.
ECOCLEAN, when clientelism makes you the owner of oil
According to data from the National Business Center, Elgerti Bixha is the administrator and shareholder of the company "ECOCLEAN" (formerly "Albdrilling Green"), a company registered as a Joint Stock Company since May 29, 2015, headquartered in Fier.
But what stands out is the partnership of this company. Elgerti Bixha owns 50% of the shares, while the other 50% is owned by the company "ALB-STAR", the same company of Idajet Ismailaj that is building the tourist complex "Manastiri Resort" in the Bay of Manastir.

Pra, e njëjta kompani që zotëron vendburime nafte, kontrollon edhe trajtimin e mbetjeve të rrezikshme, duke krijuar një monopol të plotë vertikal në një sektor tepër të ndjeshëm dhe fitimprurës, gjithmonë nëpërmjet përfaqësimit të interesave të grupit të Ergys Agasit.

Edvin Bixha ka lidhje shumë të forta në IMT dhe ASHK, ku së bashku me kunatin e Ergys Agasit, Klesti Cela kanë drejtuar operacioneve në dëm të rivalëve në biznes dhe jo vetëm.
Këto kompani, të shpërndara në të gjithë vendin, dyshohet se shërbejnë si një rrjet për të legitimuar para dhe për të krijuar një infrastrukturë logjistike në shërbim të aktiviteteve të tjera, gjithmonë në funksion të grupit që ai përfaqëson.

Ortakëria mes Elgert Bixhës dhe Idajet Ismailajt në "ECOCLEAN" nxjerr në pah një realitet shqetësues për Gjirin e Manastirit. Burime të afërta me hetimet tregojnë se pas këtij projekti qëndrojnë dy grupe interesi të fuqishme:
Nga njëra anë, "ALB-STAR" e Idajet Ismailajt dyshohet se përfaqëson interesat e një personi me pushtet absolut, atyre që vendosin fatin e territoreve dhe të pasurive publike, lidhje familjare e Edi Ramës. Nga ana tjetër, Elgerti Bixha përfaqëson interesat e Ergys Agasit dhe grupit të tij, të njëjtit grup që dosja e SPAK i përshkruan si të aftë të përdorin forcën dhe kërcënimet për të realizuar planet e tyre.
Projekti "Manastiri Resort" ka marrë statusin e investimit strategjik në fund të vitit 2021, me vendim të Komitetit të Investimeve Strategjike të drejtuar nga Kryeministri Edi Rama. Vetëm një vit më parë, sipërfaqja ndërtimore e kompleksit u rrit ndjeshëm në 45.3 mijë metra katrorë, nga 27.3 mijë metra katrorë që ishte në lejen origjinale.
