The Durrës Regional Water and Sewerage Company has signed a 174 million lek contract with the company “Amel Invest”, owned by socialist municipal councilor Munir Konesha. The case has raised suspicions of a conflict of interest, as Konesha approves the funds as a member of the Municipal Council while his company benefits from tenders from the public institution. The matter becomes even more problematic due to previous investigations and convictions related to the company’s activity in public tenders.
The law on conflict of interest prohibits officials, elected officials, and their families from benefiting from public funds and assets, especially from the institutions they belong to.
But the mayor of Durrës, Emiriana Sako, and the director of the Durrës Regional Water Supply and Sewerage Company, Gerald Dautaj, disregard the law, awarding the tender to the company "Amel Invest" sh.pk, owned by the socialist municipal councilor of Durrës, Munir Konesha.
In the Public Procurement Bulletin dated March 9, 2026, the Durrës Water Company, a joint stock company also subordinate to the Municipality of Durrës, announced the conclusion of a 174 million lek contract with the company "Amel Invest" sh.pk for the purchase of inert materials.

The owners of this company are Munir Konesha, a member of the Durrës Municipal Council representing the Socialist Party, and his son Aqif Konesha, sentenced to 1.4 years in prison for fraud, forgery and corruption in the Bulqiza Water Supply tender with this company, while they are also being investigated for the same criminal offenses in several other tenders and in the activity of extracting and selling chrome.
But this criminal record has not prevented Emiriana Sako and the Socialist Party from including Munir Konesha from Bulqiza on the list of Durrës Municipality councilors and awarding him many tenders, with a record 45 tenders in Durrës Water and Sewerage alone, whose funds he also approves as a municipal councilor.
The company "Amel Invest" sh.pk was previously named "2AF Albania Group" and "2AF Company", but after some investigations Munir Konesha and his son Aqif Konesha changed its name, for the third time on August 14, 2025, calling it "Amel Invest".

On November 15, 2023 and November 29, 2023, following criminal proceedings by SPAK and the Special Court for fraud, forgery and corruption in the 3.2 million euro tender of the Bulqiza Water Supply Company, Munir Konesha and his son donated the shares to his daughter-in-law Xhuljeta Konesha.
In fact, the company continues to be managed by the socialist councilor and former owner Munir Konesha, but the name change and share transfer were made in order to avoid being prevented from receiving tenders, as a company with a criminal record for fraud, forgery, and abuse in tenders.
With this disguise, Emiriana Sako and her subordinate, the director of Durrës Waterworks, Gerald Dautaj, are giving the majority of tenders to the company of socialist municipal councilor Munir Konesha.
Even in the water supply sector, Munir Konesha has received tenders together with the company "Ideal Construction and Projektion", owned by Alban Dautaj, brother of the director of the Durrës Water Supply Company, Gerald Dautaj, and an associate in business transactions with the businesses of Emiriana Sako's husband.
So we are not only talking about a violation of the law on conflict of interest, but about an organized scheme between the leaders of the Municipality of Durres and private companies that receive tenders in the Durres Water Supply Company, some of them fabricated or repeated for the same services, investments and purchases of materials that are not actually carried out. / Pamphlet
