Alket Hyseni, the Bablok task force thug who robbed 15,000 square meters in Dhërmi, appears in criminal file 266/2016 for 342 hectares of the coast and has been hiding from justice for years after his silent departure from politics.
Alket Hyseni retired from politics several years ago. Without fuss, without noise, without leaving a trace. Exactly when the smell of SPAK's iron bars began to be felt and his files began to gather dust in the prosecutor's office drawers without receiving a response. Because his departure was not a well-deserved retirement, but an organized hiding, to preserve what he accumulated during the years when he led the state task force for verifying the legality of coastal properties.
Alket Hyseni's story begins in March 2000, when he was a shift manager at the Kakavija customs, with a declared wealth of 1.2 million old lek. But someone in power saw in him what was needed: a man without many pretensions, but with silent ambition. The opportunity came when Edi Rama took him from customs, opened the doors of his legal study and then, in July 2014, entrusted him with the state task force for verifying the legality of the alienation of coastal properties.
The official statement at the time was that the task force would curb the destruction of the coast, block land grabbing and bring justice where the state had failed. But what happened in reality was the opposite. The task force turned into a bargaining tool and its chairman emerged as the owner. From that period onwards, Alket Hyseni did not stop and moved to the Directorate of Prevention and Money Laundering in the Ministry of Finance and then, in the elections of June 25, 2017, Edi Rama included him in the socialist list of Vlora and made him a deputy. Each new appointment came after the previous one had served to accumulate property. And the wealth, in 14 years, had increased 136.8 times: from 1.2 million lek to 174 million lek in declared assets, without counting the real value of the properties he controls through others.
How the land grabbing scheme worked in Vlora and Dhërmi
To understand how Alket Hyseni became the owner of 15,000 square meters on the coast, one must follow the path of documents. In 2015, a chain of transactions began where agricultural land in Dhërmi began to change hands rapidly, passing from one owner to another, until it ended up with Hyseni precisely at the time when he was leading the task force that was supposed to stop these types of robberies.
In January 2017, Ilia Taka, one of the people who had previously taken possession of these lands, transferred the plots to Alket Hyseni and received in exchange two apartments and three garages in Saranda, worth a total of 15.7 million lek. Hyseni knew at the time that Taka was under criminal proceedings at the Vlora Prosecutor's Office for document forgery. But this did not stop him. A few months later, in August 2017, Hyseni sold the same land to his father's law firm, Namik Hyseni, for 30 million lek. Now the Hyseni family firm has signed a contract with the builders of the Ionian Olea resort and benefits from a minimum of 1,100 square meters of construction area in that resort, with a market value of over 1.1 million euros. So, the land that was once agricultural is now worth millions of euros and Alket Hyseni, through his father's firm, has become part of this luxury resort.
Dhërmiu is just one of Alket Hyseni's open accounts. His name appears in Criminal File No. 266/2016 of the Vlora Prosecutor's Office, which documents the theft of 342 hectares of land in Karaburun, Palasë, Zvërnec, Shën Vasil, Himarë and Dhërmi. This file reveals the existence of the Pëllumb-Artur super-gang, led by Pëllumb Petritaj and Artur Shehu, who operated under a mandate from Fatmir Mediu. This file revealed how an organized gang, with people with political connections, had obtained hundreds of hectares of land by falsifying documents and exploiting legal loopholes. The list of beneficiaries of this major theft included well-known names in Albanian politics.
Irini Bua, a resident of Dhërmi who claims that her family's land ended up in the hands of speculators, has been denouncing Hyseni since 2015. She has reported to the prosecutor's office, she has reported to the task force that Hyseni led, she has written to Edi Rama himself. Her argument was clear: the National Territorial Council granted a construction permit to the Ionian Olea resort in June 2016, when the land was still under security measures and in court. But no one listened to her. Just as another owner in Golem was not heard, who denounced that Hyseni, using his position in the task force, took her villa without paying and also usurped her yard. All these cases are documented in the media, but justice seems to have not yet been convinced.
Alket Hyseni, meanwhile, remains silent and keeps his wealth. He retired from politics at the right time, when the first signs of justice began to appear. But his file remains open. His name continues to be on the list of robbers of 342 hectares of the Albanian coast.
And the question that SPAK has not yet asked is the only one that matters: how did the customs officer of Kakavija become the owner of 15,000 square meters in Dhërmi, at a time when he was the one holding the key to coastal protection?
