At the government meeting of March 6, 2026, a decision was adopted that obliges the Agency for the Management of Guarantees and Non-Borrowing Loans to notify private companies about the repayment of loans taken with state guarantees. The total value of these loans reaches around 880 million euros and in many cases the payments are being covered by the state budget. If the entities do not start repayment within a month of the notification, the government warns that it will seek execution orders in court and the seizure of assets placed as collateral. The issue has raised debate about the way these guarantees were provided and the financial burden that the public budget is bearing.
At the government meeting on March 6, 2026, Prime Minister Edi Rama signed a decision related to the serious consequences caused to the state budget by government agreements with private companies that have benefited from public contracts.
It is about the involvement of the government as a guarantor of loans received from banks by companies to which, during the years 2015–2025, the government and parliament have awarded investment and public service contracts with concessions, PPPs and other forms of use of state assets.
Private companies are not repaying the so-called "sovereign" loans taken out at banks selected by the government. According to the loan contracts, in the event of non-repayment, the obligation passes to the government as guarantor, which has been covering these payments for years.
Faced with a bank liability worth a total of around 880 million euros, for which the government has acted as a guarantor to banks for private companies, the government is requesting that the liabilities be collected by the Ministry of Finance through the Agency for the Management of Guarantees and Defaulted Loans.
However, the companies are not paying their debts and the government continues to pay them every month. This situation has forced Prime Minister Edi Rama to sign a decision warning the companies that their assets in the cadastre and pledged to the Agency for the Management of Guarantees and Non-Borrowing Credits will be seized.
At this agency, companies have pledged assets worth around 20–30 percent of the sovereign loans they have received from banks with government guarantees.
After receiving loans, some owners have alienated assets and shares through sales, donations or fictitious capital reductions, actions that have been registered with the National Business Center.
The government decision dated March 6, 2026 states that the Guarantees and Non-Broken Loans Management Agency should remind private companies of their obligations from bank loans obtained with state guarantees.

If repayment of obligations does not begin within one month of the notification, the government will go to court with requests for execution orders, until the full repayment of obligations to the state that is currently paying the loans as a bank guarantor.
However, companies have only pledged assets worth 20–30 percent of the sovereign loans they have received from banks through the government as a guarantor.
Meanwhile, in the cadastre, through emphyteusis contracts or other use agreements, some of the registered assets are land, plots, forests and state-owned facilities that the government has given to these companies for use with PPPs, strategic investments or "1 euro" contracts.
This means that in the event of seizure, mainly lower-value assets or assets that are actually state property given for use during the years 2015–2025 may be confiscated, while the government will continue to cover a significant portion of the loans that private companies have taken out in banks with state guarantees./ Pamphlet
