The 11.3 million euro tender for the maintenance of the RTSH decoder network has been cancelled and re-announced several times by director Eni Vasili, even after the Public Procurement Commission upheld the winner announced by the previous commission. According to published documents and information, the procedure has been reopened for the fourth time and is expected to take place on April 7, 2026. The issue has raised suspicions of interference and attempts to steer the tender towards a specific company.
A week after Linda Rama appointed her as the General Director of Albanian Radio Television, Eni Vasili canceled the 11 million euro tender with the object: "Purchase of maintenance services for the DVB-T2 distribution network (decoders)", with a contract term of 4 years.
In March 2025, the commission set up by the former director of Albanian Radio Television, Aurora Polo, conducted the tender and announced the winner of the company "R&T" sh.pk, owned by Renis Tërshana, with a contract value of 9.6 million euros including VAT.
But the successor director, Eni Vasili, overturned the procurement commission's decision and canceled and re-announced the tender without any evidence of legal violations, while the winning company filed a complaint with the Public Procurement Commission.
The Commission overturned the decision of Director Eni Vasili, leaving in force the decision to declare the winner of the company "R&T" sh.pk, accompanied by the obligation to initiate the implementation of the service contract for the purchase and maintenance of the decoder network at RTSH.
Eni Vasili did not even implement the decision of the Public Procurement Commission and re-announced the tender worth 11.3 million euros including VAT, but canceled it again before holding it, because there was a risk that the company she had predetermined, linked in interests to the prime minister's family, would not take it.
On March 9, 2026, Eni Vasili re-announced the tender with the same fund limit value of 11.3 million euros including VAT and will hold it on April 7, 2026, exactly one year after his appointment as head of Albanian Radio Television and the launch of efforts for this tender.
According to information received in "Pamfleti", Eni Vasili has received orders from Linda Rama for the company that should take the tender for Albanian Radio Television decoders and she is expected to implement this decision even if she has to change the procedures or criteria.
A year ago, the interests for this tender caused an open and fierce conflict between director Eni Vasili and the chairman of the Supervisory Council of Albanian Radio Television, Fatjon Hoxhalli, former advisor to Niko Peleshi, as each had preferred different companies for the tender.
But after the tender was canceled for the second time, the conflict between them subsided and the tender was left solely in the hands of Eni Vasili, according to sources from RTSH.
It has now re-announced the 11.3 million euro tender, with the aim of awarding it to the company that failed to win in the first three procedures./ Pamphlet
