The law on conflict of interest prohibits state officials from having business activities related to their work sectors and the exercise of their duties, especially tax officials whose work involves controlling private entities.
But this law, in addition to the General Director of Taxes, Ilir Binaj, who together with his father Agim Binaj owns a private business auditing company, is also being ignored by the Director of Taxes of the Tirana Region, Erilinda Lala.
According to the register of the National Business Center and Tax Registry, the head of the Tirana tax office, Erilinda Tajar Lala, owns 50% of the shares in the company "GEA Construction" sh.pk, established on June 8, 2023 and with active status.
The scope of her company's activity is the construction of civil and industrial facilities, water supply and sewage systems, works of art, mineral processing, extraction of inert materials from river beds, quarries, construction and operation of hydroelectric power plants, photovoltaic plants, etc.
Her company, registered with its headquarters in Tirana, is functionally controlled by the Director of Taxes of Tirana, Erilinda Lala. Being the owner herself, it is not difficult to understand whether or not she controls it and how.
The data shows that the head tax officer Lala tolerates her company, not compiling tax balances since June 2023, when she started her business activity, together with her partner Marsida Dedej, an employee at the Municipality of Kavaja.
For about three years, the company "GEA Construction" sh.pk, in addition to not having registered any employees for taxes, has no data on financial turnover, income, expenses, profits, accounting expert or audit reports, but has only declared the authorized capital of 200 thousand lek.
Although it has not declared financial data, according to information, the company "GEA Construction" of tax chief Erilinda Lala receives many works as subcontractors from construction firms that win tenders and building permits, which it also subjects to tax audits for tax evasion.
According to information received by "Pamphlet", she uses her company under two names: "GEA Construction" and "2D Construction 2025". But as of the date of this writing, only the name "GEA Construction" sh.pk appears in the National Business Center Registry and in taxes.
In December 2025, the tax director, Erilinda Lala, to hide the conflict of interest and involvement in tax evasion, spread rumors that she had donated her 50% share to her partner.
But in the National Business Center and Taxes of Tirana, where she is director, the company "GEA Construction" still appears with 50% of the shares owned by her and her partner Marsida Dedej.
Erilinda Lala was previously employed at the State Attorney's Office. But after Ilir Binaj was appointed Director General of Taxes, he made his friend from Borsh as his cabinet director, and now he has given her the position of Director of Taxes for the Tirana Region./ Pamphlet
