On April 2, 2024, the Municipality of Tirana has announced in the Public Procurement Bulletin, that the company "Kuadr.Com Sh.pk" has won the next tender with a double value of 94 million ALL with VAT, to rent umbrellas to the Company of Decorations and Events of this municipality.
This company was created on October 3, 2017 by Dritan Delija, when he was an Expert of the SP Parliamentary Group in the Presidency of the Assembly; shares which he held until February 9, 2019 when he was Director of the National Diaspora Agency, he held until November 30, 2020.
While on December 1, 2020, he was appointed Director of Strategic Projects in the Municipality of Tirana, where he continues to be and is pouring millions of lek, with tenders in the sector that he manages from other directorates of the Municipality.
The strategic director of the Municipality of Tirana, Dritan Delija, fictitiously sold the 33.33% shares in the company "Kuadr.Com Sh.pk" with two contracts in the total value of 95 thousand lek to his two friends Aleksandr Çifligu and Ilir Pandeli, partners. - founder of the company together with him.
But even after the sale of shares, the tenders that the company "Kuadr.Com Sh.pk" received from the Municipality of Tirana, increased in number and financial value, and even received from the Ministry of Culture, the Directorate of Government Services, etc., with total value 3.2 million Euros with VAT.
The next tender for rental tents, the company of the Director of Strategic Projects of the Municipality of Tirana, Dritan Delija, was given by his colleague Henril Cule, Director of the Decor and Events Company in the Municipality of Tirana.

While the winner, in addition to the company "Kuadr.Com" of the director Dritan Delija with a value of 39.4 million ALL, the company "Dixhi Print AL" of his friend Juland Mustafaj, with a value of 39 million ALL, bringing the total value to 94 million ALL, was also announced. with VAT, for the same service volume.
