During her 12 years as head of tenders at the "Mother Teresa" University Hospital Center, the Municipality of Tirana, the Parks Agency, the Directorate of Prisons, the Directorate of Transport, and for 2 years as Director of the Central Tender Operator, Arlinda Pogaj has done a great job.
But to hide her direct involvement, in addition to trusted subordinates, she has also engaged her husband, Edigen Pogaj, in the role of chief tender broker.
Known as Blendi Gonxha's favorite and appointed with the consent of Edi Rama to head this operator where about 70% of institutional tenders are held, Arlinda Pogaj receives from them the lists of companies that should benefit from large-value tenders and implements them.
But in predetermining the winners, she has also included her husband Edigen Pogaj as a contact and bargaining person with the owners of private companies; who has created the network of clients who receive most of the tenders developed by the Central Operator of Centralized Purchasing.
The "Pogaj" couple, also known as the "Tender Couple", without the agreement with which companies cannot win, unless they make preliminary negotiations for the part that they must pay in advance; while director Arlinda and her husband Edigen devise the criteria for each tender, adapting them to the conditions that the companies meet and the value of the contracts.
Husband Edigen Pogaj is listed as employed as a "Lawyer" at the company "Shpresa-AL" sh.pk, which during the years 2015-2018 received 12 million euros in tenders with 550 payments, while after 2019 it received 36 million euros, with 820 payments until March 16, 2026.
If you look at these tenders, you will find traces of Director Arlinda Pogaj in the institutions where she was the head of tenders, but also traces and evidence of her husband Edigen Pogaj's interventions in the institutions, directorates and municipalities, to direct the tenders to the company "Shpresa-AL" sh.pk.
But also for other companies, using the influence and tender exchange agreements that his wife Arlinda Pogaj makes with leaders in ministries, directorates and municipalities, to share tenders within the network of companies where her husband plays the role of realtor.
The Anti-Crime drawers in the Police, the Prosecutor's Office and SPAK, and even in Edi Rama's office, are filled with denunciations against the director of the Central Tender Operator, Arlinda Pogaj, and her husband, denunciations from the owners of entities that are unfairly disqualified.
But Anti-crime and justice institutions have not started an investigation against the "Pogaj" couple, while Edi Rama does not act against director Arlinda Pogaj, which is why she continues the affairs./ Pamphlet
