
The head of the CEC initiates payments to the diaspora envelope company, misleadingly claiming that the contract was fully implemented, while the investigation he promised is missing. SPAK must investigate this affair that affects at least 4.5 million euros of Albanian citizens' taxes...
The Chairman of the Central Election Commission, Ilirjan Celibashi, has begun the financial execution of one of the most talked-about bargains of the electoral process: the sending and return of envelopes with diaspora votes through the private postal company "DHL International Albania Sh.pk", owned by Qirjako Koçollari.
According to confidential sources in the Ministry of Finance, on July 15, 2025, Celibashi signed and sent to the State Treasury an invoice worth 2.5 million euros, as the first payment to the DHL company. The payment was requested despite the fact that the contract was not fully implemented and in many cases was flagrantly violated.
Legally, any public payment over 10 million lek must be approved by the Minister of Finance, Petrit Malaj, as the authority that reports to the State Treasury. To obtain this approval, Celibashi submitted a false declaration, stating that the contract was implemented in full compliance with the established conditions and standards.
Contract enforcement fraud
In reality, DHL did not carry out the process of sending and returning the envelopes itself. It used private subcontractors and the Albanian Post, violating the standard and transparency of the contract.
Moreover, many of the envelopes never reached voters' addresses, while some were returned incomplete. However, Celibashi is making payments as if everything had worked perfectly.
The public statement and the reality behind it
After a wave of criticism over the failure of the diaspora vote and the way the envelopes were handled, Celibashi publicly stated that DHL would not be paid without a full investigation and the audit report being made public.
But, contrary to his statements, no investigation has been conducted and no report has been made public, while the first payment has been signed and is expected to be executed.
Financial scheme and real value of the service
The total value of the contract with DHL is 11 million euros including VAT, an amount that, according to calculations, is 40% higher than the real cost of the service.
In fact, the service performed by the subcontracting companies was estimated at 6.5 million euros, including profit, while the remaining 4.5 million euros raises strong suspicions of fictitious inflating and theft through a non-competitive tendering scheme.
A matter for SPAK
This affair, in combination with the existing investigation into the 23 million euro tender for voting equipment, should push SPAK to open a separate investigation into the payment to DHL, which is already being carried out with manipulated documents and in the absence of real implementation of the contract.
Ilirjan Celibashi, facing an inevitable criminal bill?
One thing is clear: he is distributing millions of euros of the state budget without verification, without investigation and in violation of the law. The only thing that can stop this bargain is the immediate intervention of justice./ Pamphlet
