The Director General of the State Police, Ilir Proda, has been involved in another serious scandal, this time for the appointment to a senior management position of a punished officer with an open criminal record for favoring drug traffickers.
In flagrant violation of the law on the State Police and every security standard, Ilir Proda has appointed his close friend Ulian Shpataraku, known in Elbasan as the "one" with connections to the underworld, as the Police Director of the Korça District.
On January 31, 2023, while holding the position of Head of the Narcotics and Trafficking Investigation Sector at the Elbasan Police Directorate, Ulian Shpataraku was suspended from duty and criminally prosecuted for releasing a wanted drug trafficker, citizen Endrit Filja.
According to the file, on September 14, 2022, Shpataraku accompanied the wanted drug trafficker to the police station, but instead of arresting him as ordered by the prosecutor's office, he released him. He hid the escort, did not register it in the system, and did not inform the prosecuting authority.
The Police Supervision Agency and the Elbasan Prosecutor's Office requested his suspension, a request that was also supported by the Court of First Instance. Later, the Court of Appeal in Durrës reinstated him, but the Criminal College of the Supreme Court overturned this decision and left the suspension and criminal investigation in force.
At that time, Ulian Shpataraku's direct boss was Ilir Proda himself, Deputy Director for Criminal Investigation in Elbasan. According to operational information, Proda was involved in covering up the incident and coordinating the release of the trafficker.
Despite this, in December 2023, at the proposal of Ilir Proda, now serving as the Director of Police-Elbasan, the then director Muhamet Rrumbullaku awarded Ulian Shpataraku with a certificate "For distinguished services in the fight against crime".
On October 3, 2024, as soon as he ascended to the position of General Director of the State Police, Ilir Proda commanded Ulian Shpataraku as head of the Police in Elbasan, even though he was still under criminal proceedings, without a rank and without a security certificate.
On February 13, 2025, Proda recalled Shpatarak to the General Directorate, appointing him as chief specialist for anti-drug issues in his cabinet.
But the climax came on July 12, 2025, when Ilir Proda appointed his friend to the post of Director of the Korça District Police, a senior position requiring high standards of security and integrity, while Shpataraku is the active subject of a criminal case for abuse of office and the release of a drug trafficker.
This scandalous appointment confirms that the police hierarchy is not only not being purged of links to crime, but is being strengthened with individuals who have directly collaborated with criminal groups.
To avoid responsibility and cover up this illegal decision with legality, Ilir Proda publicly declared that the appointment of Ulian Shpataraku was made through a "competition", although the latter does not even meet the minimum criteria to work as a cleaner in the police./ Pamphlet
