"Pamphlet" reveals shocking evidence and facts hidden by Ilir Proda in vetting; partnership with crime, apartments from traffickers, debunking of operations and certified lies. Will SPAK dare to act against the Chief of State Police?
"Pamphlet" has discovered eight serious frauds in the self-declaration form of the General Director of the State Police, Ilir Proda, as part of the vetting process. These untruths were hidden not only by the Classified Information Directorate and the Police Supervision Agency, but were also approved by the Vetting Commission, allowing him to pass this institutional filter with a profile that contradicts integrity standards.
In Decision No. 21, dated March 8, 2024, of the Police Vetting Commission, it is found that Ilir Agim Proda, at that time director of the Elbasan Police, has systematically deceived about the purity of his image and integrity.
False declaration for criminal investigations – Proda claimed that he had never been under criminal investigation, while on December 1, 2014, when he was head of Police Station No. 2 in Tirana, he was reported and investigated by the Tirana Prosecution for abuse of office, concealment of a file, favoring a perpetrator and threatening an injured party to withdraw the report.
Links to the underworld - He has denied any contact with people involved in organized crime, but in reality he was a partner in the company "Sara&Kristi Sh.pk" with Ylli Cara, a person charged with international trafficking, extortion, hostage-taking and violence with serious consequences.
Financial relations with criminals – Proda has stated that he has not received favors, gifts or wealth from criminal elements. In fact, he has shared profits as a partner with Ylli Cara, received from him an apartment in Tirana worth 70 thousand euros and has traveled abroad several times in his company.
Fraud for administrative proceedings – Proda has claimed that there were no disciplinary or investigative proceedings, but documents show that from 2008 to 2014 he was investigated by the Anti-Corruption Bureau for links to crime, concealment of criminal acts, and was removed from Police Station No. 2 to Bulqiza.
Concealment and falsification of information – In his statement, he denies concealing classified information, while his file contains four such cases, ascertained during his duty in the Tirana and Lezha Police Stations, as well as in the regional directorates in Korça and Elbasan.
Violations of national security – He has denied any violation of classified information security rules, but reports from SHISH and internal Police structures link him to 53 cases of support for money laundering, smuggling, prostitution and drug trafficking networks.
Debunking of operations - While he claims to have maintained the secrecy of the investigations, SPAK has placed him under investigation for debunking of actions in the years 2021-2023 during his leadership of the Elbasan Police, for operations against the "Çela", "Çapja" and "Çopja" gangs.
Complete fraud on integrity – Ilir Proda has completely lied on the form for the purity of the image, denying any investigation, connection to crime, proceeds from crime and administrative violations. Facts that are now documented and should become the subject of a criminal investigation.
His vetting fraud constitutes a criminal offense committed with knowledge. SPAK is obliged to initiate direct criminal proceedings, not only for the disclosure of shares, but also for the intentional falsification of official data in one of the most sensitive documents of a career in the national security service./ Pamphlet
