The entire government procedure for the construction of the complex of towers, palaces, shopping centers and yacht parking in the territory of the Port of Durres by the company "Durrës Marina" constitutes a pure corruption affair by Prime Minister Edi Rama in favor of an Arab mafia group based in Dubai.
To carry out this project, Rama introduced businessman Mohamed Alabbar into the scheme with the offshore company "Eagle Hills Real Estate Development" and created the state-owned company "Albanian Seaports Development" owned by the Durrës Seaport.
On January 31, 2023, the concession company "Durrës Marina Sh.A" was created, with 67% ownership by "Eagle Hills" and 33% by the Albanian state company.
Dhimitraq Mili, former director of Bashkim Ulaj's "Gener 2", was appointed as the company's director, which directly links this investment to Rama's inner circle. Erlis Hereni was appointed as the representative of the Albanian state and administrative director.
After the Democratic Party filed a criminal complaint with SPAK regarding this affair, Hereni, aware of the criminal consequences, refused to sign balance sheets with falsified data on investments, transfers, receipts and expenses. He also refused to legalize the expansion of the construction area by 70 thousand m², beyond the 810 thousand m² of land that was initially donated to the Arab company.
Precisely for these refusals, on July 24, 2024, the then director of the Port of Durres, Pirro Vengu (a few days before being appointed minister), removed Heren from his post. The termination was officially presented as a “resignation.” But his dismissal was kept secret for a whole year and was only reflected in the National Business Center in 2025.
To "reward" his silence, Hereni was immediately appointed secretary of the Albanian Mission to the UN, far from the noise of the towers in Durrës.
In his place, Alban Binaj was appointed as the representative of the Albanian government in the joint company "Durrës Marina Sh.A". According to sources, he is a relative of Ilir Binaj, currently the Director General of Taxes, an institution that oversees the fiscal balances of the concession company "Rama-Alabbar"./ Pamphlet
