Preliminary investigation of the BKH: The Peçi Earthquake Fraud with land

The former mayor of Tepelena and his territorial director have leased 85 hectares of public land for free, allocated tenders and EU funds to their sister's and their wives' companies; investigations are expected to break out in the coming days...

Less than a month before taking office as a member of parliament, the former mayor of Tepelena, Tërmet Peçi, is expected to face a criminal verdict from SPAK, for a series of serious corruption cases related to the misuse of public property and the abuse of state and European funds.

According to sources provided by "Pamfleti", the BKH has completed the preliminary investigation, which proves that Tërmet Peçi, in collaboration with the director of Planning and Territorial Development in the municipality, Lorenc Bami, has set up a systematic scheme through which companies owned by Peçi's sister and Bami's wife were favored, obtaining construction permits, land and public tenders through falsified documentation and fictitious estimates.

So far, based on the files seized on June 16, 2025, it appears that around 85 hectares of land, forests and plots have been abusively distributed in the form of concessions or leases of symbolic value and over 7.7 million euros have been stolen.

The companies involved in this scheme are: “NG Structures”, “Artreum Generation”, “Iumentis”, “Agroturizëm Urla”, “Agroturizëm Rexhini” and “Therrtorja Rajonale-Tepelena”. All are linked to the sister of the former mayor Manjola Peçi and the wife of the director Bami, Aleksandra Bami.

One of the most flagrant cases is the construction of the water supply for the villages of Krahës and Qesarat in the Memaliaj Municipality. Although 4.1 million euros were paid in June 2021, the works have not been completed even today, while in official reports they appear as completed.

In total, in the period 2019–2025 alone, companies linked to Pec and Bam have benefited from over 18 million euros in dubious tenders. Another block of tenders worth over 66 million euros awarded by the Municipality of Tepelena and other municipalities where political connections were involved is currently under investigation.

In February 2024, the Tepelena municipal council, upon the proposal of Peç and the report of Bami, approved the lease and free transfer of other public assets in favor of the "Iumentis" company.

Also, by decision dated March 31, 2022, the Municipal Council gave Peçi's sister another piece of land for the construction of the "Agroturizëm Rexhini" resort in Progonat. Through this resort and others such as "Urla" and "Therrtorja Rajonale", the Peçi and Bami families have benefited from over 1 million euros from EU agricultural funds, approved by the former director of AZHBR, Frida Krifca, with the support of Prime Minister Edi Rama, who publicly inaugurated them.

SPAK is expected to make the decision to register criminal proceedings and question the persons involved in this criminal scheme, including the elected MP Tërmet Peçi himself./ Pamphlet
