Although there are two investigative files in SPAK, for corruption and theft of public funds, through tenders with doubled financial values, with forged documents and without competition, the Chairman of the CEC, Ilirjan Celibashi, is not being criminally prosecuted.
The invulnerability has encouraged Celibashi to continue his blunder with CEC tenders, even for services that were fictitiously financed two or three times; even giving them to companies with owners who are under investigation by SPAK for being part of a structured criminal group through tenders.

In the Public Procurement Bulletin dated January 12, 2025, the Chairman of the CEC, Ilirjan Celibashi, announced the development of the tender with the object: "Maintenance of existing CEC modules", with a contract value of 480 million lek including VAT.
Besides the fact that Ilirjan Celibashi fictitiously makes this type of tender every year with the same value, he has given it to the company "INTELISOFT Sh.pk", owned by Gëzim Hoxha, a member of Ergys Agas' gang.

At the request of SPAK and the decision of the Special Court, Gëzim Hoxha has been criminally prosecuted as an active part of the "Agasi" structured criminal group, with a security measure of "ban on leaving Albania", for formal participation in tenders, issuing tax invoices and fictitious transactions towards companies that were not part of the tenders.
But this fact did not stop Ilirjan Celibashi from giving Gëzim Hoxha the next tender, with a bid of 70 million lek more, using companies that fictitiously participated in the tender.
The company "NAOL Sh.pk", owned by Olti Muça, also participated in the tender, both in terms of numbers and without an economic offer; while Ilirjan Celibashi implemented the scheme to award the tender to a member of the "Agasi" group, with 70 million lek more than the lowest offer./ Pamphlet
