On January 9, 2026, the High Prosecutorial Council decided to verify the assets and character of the Chief Prosecutor of Fier, Elion Mustafaj, as a procedure for his reappointment to this position.
It is the competence of the High Prosecutorial Council to reappoint him as head of the Fier Prosecutor's Office, but it has the obligation to verify his figure realistically, not fictitiously, as the vetting commission did.
Because there are several prosecutors who, after passing the vetting process for concealing data on corruption and links to crime, have been arrested, dismissed, suspended and are under investigation by the High Inspectorate of Justice, SPAK, and by the High Prosecutorial Council itself, after their violations were discovered.
Even the Chief Prosecutor of Fier, Elion Mustafaj, "Pamfleti" has discovered and proven with official documents some stains, which were hidden from the three vetting commissioners: Valbona Sanxhaktari, Firdejs Shuli and rapporteur Olsi Komici. The latter is currently a member of the Socialist Party, while all three are linked in interests with his uncle, a director at the Faculty of Law.
The documents show that on May 1, 2004, Elion Mustafaj began working as a full-time chancellor at the Durrës Prosecutor's Office, while at the same time he stated that he was pursuing full-time university studies at the Faculty of Law in Tirana during the years 2003–2007.
During the same period of time, when he was a full-time student in the first university cycle, he stated that he had also completed a master's degree in parallel, without yet completing the first cycle.
His wife, Najada Mustafaj, is employed by the company "Puka LLC" in the US, owned by Albanian citizen Dorian Puka, twice sentenced to prison in England for robbing homes and businesses and currently under investigation in Albania for drug trafficking, extortion and money laundering.
Najada Mustafaj has been living in the US for 13 years, but receives fictitious monthly salaries from two companies in Albania, "Alba Konstruksion" and "Klodioda sh.pk", part of the "AFL sh.pk" group, with partners with whom Elion Mustafaj has had investigative connections.
There are 7 criminal charges and over 60 denunciations for abuse of criminal files against Elion Mustafaj, during the time he was a prosecutor in Vlora, Korça and Lushnje, as well as after vetting, as chief prosecutor in Fier, where he intends to be reappointed.
He has removed from the "Bankers" file the wife and daughter of his superior, Luan Abazi, secretary and economic director at the General Prosecutor's Office, who are suspected of having falsified the balance sheets of the "Bankers" company.
Reliable sources have stated to "Pamphlet" that Elion Mustafaj is on the "blacklist" of the US State Department, with suspicions of corruption, interference in investigations and connections with sanctioned persons.
Prosecutor Elion Mustafaj did not declare his activity in Albania and the USA during the period May 1, 2020 - April 30, 2021, during which time the High Prosecutorial Council granted him unpaid leave with Decision No. 97, dated April 15, 2020, and then returned him to the Vlora Prosecutor's Office.
The KLP must verify whether Elion Mustafaj, after returning from leave, signed investigative acts at the Vlora Prosecutor's Office that belong to the period May 1, 2020 - April 30, 2021, a time when he was not on duty.
These are facts that, after they were published by "Pamfleti", the leader of the KLP, Mirela Bogdani, instead of verifying them, defended prosecutor Elion Mustafaj and attempted to intimidate the media, asking him to remain silent.
KLP member Moisi Duda has been appointed rapporteur for the verification of the figure, integrity and assets of the Chief Prosecutor of Fier, Elion Mustafaj.
It is not believed that Mr. Duda will ignore the evidence, despite the fact that the two have known each other for years, since the period 2004-2007 in Durrës, when Elion Mustafaj was chancellor at the First Instance Prosecution Office, while Moisi Duda was a prosecutor at the Appeals Court, a period during which they are suspected of having established close professional relationships../ Pamphlet
