According to the changes in the Cadastre service from July 1, 2023, the system according to which this institution should operate consists of processing applications from any district office, regardless of which municipality the property is applied for.
The idea is to be welcomed, but the actual service has nothing to do with the idea of "cadastre without counter and without division of territory", for which this project was initiated, which Babloku said would save us from delays, realtors, frauds, forgeries and corrupt officials.
What is currently happening in the Cadastre offices is just chaos, even worse before the start of the service without counters and files that are applied to the cadastres of Tirana, Durrës, Fier, Vlora, Shkodër, but can be handled by the cadastres in Kukës, Korçë , Dibër and Saranda.
Concretely, the citizens are not receiving services, they are blocked and there is no explanation for them, creating a "dumb" report that not only does not solve any request, but leaves you waiting without an answer, worse than in the time of Artan Lame.
When we talk about processing requests, we mean how many were actually examined and not how many were disposed of by cadastre specialists. Are the specialists to blame?
It is an unanswered question, because it is not easy to deal with properties whose history is full of conflicts and lawsuits.
For example, a property in Tirana, the system draws it to be handled in Dibra, but the specialists of Dibra have no information about the problems of the property in Tirana, and are forced to return template answers: "There is a lack of documents"; "It is not our competence"; "Apply again" etc., etc.
There are cases when citizens have received the same procrastinating answers, while the central Cadastre directorate is a spectator, because it cannot administer this service system, with which Hasi's properties are handled and registered by the Erseka Cadastre.
