Year after year in politics, the MP and 3-time minister, former investigator of the dictatorship, Fatmir Xhafaj, has put his "claws" into several public services and concessions with huge profits. After seizing the notary with his wife, the bailiff service with his brother, the Port of Vlora with his sister-in-law (the wife of the trafficker Agron Xhafaj), the Urban Planning of Tirana, photovoltaic energy, construction, tourist agencies, resorts, hotels on the coast and legal offices with his son-in-law and daughters, Fatmir Xhafaj has also seized the management of the Student City in Tirana.
This is confirmed by the asset declaration.
His daughter, Aulona Xhafaj, declares that in addition to income from her private activity with a legal office, she also has financial income as a Member of the Supervisory Council of the Student City in Tirana.
According to the self-declaration of assets and official payments from public funds, Aulona Xhafaj has been appointed to this position since January 1, 2024.
But what makes this appointment scandalous is that Ditjon Baboçi, the son-in-law of Fatmir Xhafaj (the husband of the other daughter, Amantia Xhafaj, who lives in Augsburg, Germany), is also a member of the Student City Supervisory Council.
Son-in-law Ditjon Baboçi was appointed a member of this Council on October 12, 2016, when he was Director of Urban Planning, Territorial Planning and Building Permits at the Municipality of Tirana.
So, now Fatmir Xhafaj's son-in-law and other daughter are simultaneously members of the Student City Supervisory Council; where tenders, revenues, contracts for student rooms, rental of premises for private businesses, administrative expenses and investments are signed.
The issue becomes even more serious when it is known that, according to the ALSHI report, the Student City leadership was found to be steeped in corruption and is under investigation by SPAK for large-scale abuses of funds, assets, and theft of income collected from student housing payments.
In this context, it is no coincidence that the same family has also benefited from gifts from Prime Minister Edi Rama.
As we have previously reported, Fatmir Xhafaj's son-in-law, Ditjon Baboçi, and his daughter Amantia Xhafaj, by decision of the Prime Minister, have received 50 thousand m² of free state land on the Seman coast in Topoja, Fier, and permission to build the "Dion Energji" Photovoltaic Park.
The question that arises is simple: How is it possible that the people being investigated for corruption in Student City are precisely the family members of an MP and former minister, and why has SPAK not yet dismissed them from office?
And why has one family seized so much power; from notary to bailiff, from port to urban planning, from photovoltaic energy to Student City? This is not meritocracy. It is the seizure of the state by a single family. /Pamphlet
