Who is the businessman that SPAK is investigating for electoral crime?

A statement made by criminalistics professor Ervin Karamuco during the show "Top Story" on Top Channel has raised strong doubts about the financing of the 2025 elections. According to him, a businessman is currently under investigation by SPAK for financing an electoral campaign. Karamuco did not mention his name, but emphasized that SPAK has assigned specialized prosecutors to investigate electoral zones. After the strong statement, analyst Arjan Curi raised doubts that the businessman could be from the Vlora or Lezha regions.

In recent weeks, a dubious propaganda campaign has spread online, disguised as a patriotic initiative aimed at helping Albanians in the diaspora register to vote. This campaign appeared on Facebook and Instagram through the pages ''Diaspora Fier'' and ''Comunità Albanese in Italia'', targeting Albanian immigrants with sponsored ads inviting them to register their personal data, including their full name, phone number, email, and ID card details. The lack of transparency about the organizers of this campaign made it even more suspicious.

Who is the businessman that SPAK is investigating for electoral crime?

According to Meta (Facebook & Instagram) data, behind this campaign were two marketing companies, 'Cambria Marketing Srl' and '1001 Solutions', both closely linked to businessman Ylli Ujka. Ujka, a name known for his connections with the government and Edi Rama, has previously organized political activities for the Socialist Party in the diaspora, such as the rally held on May 26, 2024 in Busto Arsizio, Italy. This electoral event, with the participation of Prime Minister Edi Rama and singers Elvana Gjata and Noizy, was organized to mobilize Albanian voters abroad, while the atmosphere of the event was filled with cheers in support of the SP.  BIRN investigation

Two months after this rally, on July 31, 2024, the National Council of Territorial Affairs (KKT), led by Rama, approved a construction permit for Ylli Ujka's company 'X One'. The permit included the construction of three towers and a luxury hotel in the center of Tirana, in a strategic area near the Artificial Lake. This was not the only reward for Ujka. He also secured 4 million m² of land for photovoltaics in Poliçan through dubious procedures, paying a symbolic rent of only 700 thousand euros per year for an area that could be worth tens of millions of euros.

The connections between these developments raise strong questions about the electoral financing of the Socialist Party. Was the financing of the electoral campaign an investment by Ujka to later secure contracts and projects from the government? If SPAK is investigating a businessman for illegal electoral financing and dubious benefits from the state, all the facts point to Ylli Ujka.

Furthermore, there are strong suspicions that behind Ylli Ujka are several criminal groups, which have invested significantly in securing diaspora votes for the Socialist Party. In return, these groups are expected to have the opportunity to launder money through the towers and profitable projects that Rama gives exclusively to Ujka. This scenario, if proven by SPAK investigations, would indicate a well-organized scheme to capture the state through the combination of politics, business and criminal groups.

Will SPAK have the courage to carry this investigation to the end, challenging the interests linked to power? Time will tell…
