At the government meeting on December 13, 2023, Prime Minister Edi Rama approved the special and personalized decision no. 731, in favor of the affair he made together with Florenc Gjikuri, regarding the state-owned land he donated to the "White Roads Hotel" resort in Himarë.
With this personalized decision, Prime Minister Edi Rama has determined that the company "White Roads Hotel Sh.p.k", which is actually the resort of Florenc Gjikuria in Himare, is given "Special Status for an accommodation structure with "5 Stars - Special Status ".
This definition is not found in any Albanian tourism law, but Babloku has deceived the government's decision, using as support article 33 point 1 of Law 93/9215, in which there is no mention at all of the special status of resorts or hotels with " 5 Stars".
In article 33, point 1 of the law, named "Forms of PPPs", it is stated the opposite of the government's decision of December 13, with this definition: - "In areas with priority for tourism development, the state assumes the role of the developer , is included in the PPP and is represented by shares in tourism enterprises, making real estate available and providing supporting infrastructure.
In fact, at the "White Roads Hotel" resort of Florenc Gjikuria in Himare, the government has donated 9157 m2 of land, but it is not a co-owner, because Babloku has given 100% of the ownership to his Lenci; which, in addition to nearly 400,000 m2 of land and beaches in Himarë, Vlorë and Sarandë, has also received 210 million Euro tenders and road concessions, municipal infrastructure, education and reconstruction.
This official fraud of Edi Rama, carried out in cooperation with his client Florenc Gjikuria, is enough for SPAK to start the investigation, because there is talk of the theft of 9157 m2 of land and 50 thousand m2 of beach owned by the state, using 3 different government decisions within 18 months. .
The first decision of the government is with no. 1/6, dated May 5, 2022, with which Babloku has announced its Lenci, "Strategic Investor for the project "White Roads Hotel" in Gjileke-Himarë, with the structure of 1 hotel and 150 residential units, restaurants, bars, SPA etc.
In this government decision, there is no mention at all of the donation of land and beach surfaces owned by the state, but only for the construction of the resort over 3000 m2 of land privately owned by Florenc Gjikuria in Cadastral Area No. 1739-Himara.
But with the government's decision no. 593, dated September 7, 2022, Babloku has donated to Florenc Gjikuri the area of 9157 m2 of state land in Dhërmi; not as a strategic investor, but as a simple investor with a "1 Euro" concession contract, and with the term of using this land for 20 years, to build a wooden hotel and service unit and return the land and investment to the state after 20 years.
While with the government's decision no. 731, dated 13.12.2023, Babloku has announced the "White Roads Hotel" resort of Florence Gjikuria with the special status "Investor in accommodation facility with 5 stars-special status", eliminating the "Strategic Investor" status that was given by decision no. 1/6, dated May 5, 2022 and by government decision no. 593, dated September 7, 2022.
