The investigation file of SPAK proved that for the Elbasan Landfill, Klodian Zoto, Mirel Mërtiri and Stela Gugallja, the "treasurers" of Edi Rama and Engjëll Agac, received 22 million Euros in advance within the day, with a government concession contract and ran away before to be arrested.
While for 2 years after the sequestration and taking over by the state, the mayor of Elbasan, Gledjan Llatja as the administrator of this landfill and his group of thieves in the Municipality, are extorting millions of Euros piecemeal, with fictitious tenders for this incinerator that it does not work.
The next tender, announced on February 12, 2024, with a limited fund value of 630,000 Euros including VAT, has as its object the acquisition of bulldozers for rent, to push the waste that has overflowed the Elbasan landfill site to the edge of the Shkumbin River.
The reason is not the increase in the volume of waste deposited by the Municipality of Elbasan and the 6 municipalities of the District, but the fact that the incinerator does not work; which, according to the contract project, had to burn nearly 70% of the waste and produce energy, while 30% would be encapsulated by burial and covering.
Because the incinerator has not worked for a single day; Babloku has thought of hiding the scandal with the incinerator and disappearing the "mountain" of waste, ordering the mayor Gledian Llatja to give him additional funds, to push the waste to the edge of the river Shkumbin.
In order to cover up this scandal, the government has awarded the municipal company "ECO-ELB" of the Elbasan Landfill; 630 thousand Euros with VAT, to rent bulldozers and 250 thousand Euros to supply them with fuel.
We clarify that during two years, the state company "ECO-ELB" which is commanded by the mayor of Elbasan, Gledjan Llatja; made 5.3 million Euro tenders for the purchase of fuel, chlorine, machinery, equipment, waste management in the landfill site, equipment, etc.
The audit of the Ministry of Finance, as the department that allocates the funds, for the activity of the Elbasan Landfill and the commissioning of the incinerator, has found that nearly 70% of the total value of the tenders were stolen with purchase documents and fictitious services, while 30% were not have given effect for starting the incinerator.
This value of tenders, which disappeared in 2 years after receiving the delivery of the landfill, is as much as 25% of the entire state fund, which Babloku gave to Klodian Zoto and Mirel Mërtir, to build the landfill and incinerator in Elbasan, which Babloku continues to call " Medical masterpiece"./ Pamphlet
