The Prosecutor's Office of Tirana announced on February 14, 2024, that it has completed the investigations and has charged the citizens Lulzim Salillari and Bledar Starova, the former administrator and the current administrator of the company "Salillari Sh.pk".
The charge against them is for the criminal offense "Construction without permission", of a residential and service building with 6 floors above ground and 5 floors of parking and services underground", located in the Dry Lake area near the Zoo in Tirana.
According to the investigative evidence of the prosecution, the investor and builder of this building without permission with an area of about 20 thousand m2 and a value of 12 million euros, is the company "Salillari Sh.pk", with the sole owner of the citizen Pëllumb Rauf Salillari.
It is a scandal that the Prosecutor's Office of Tirana has not prosecuted Pëllumb Salillar, the businessman who occupied the public land, financed and built the building with his company and is the owner of the building, for the construction of this building without permission.
The evidence that proves that the person responsible for the crime of building this building without permission is only Pëllumb Salillari, is the act-blocking of the building and the act-procedure by the Tirana Police, registered on September 8, 2022 in the name of Pëllumb Salillari, as an investor and his company "Salillari Sh.pk" as a builder.
Likewise, it is confirmed by the decision of the National Council of the Territory on November 9, 2022, which states: - The confiscation of a residential and service facility with 2, 4 and 6 floors above ground and 2 and 5 floors of parking and underground services", located in the dry lake area near the Zoo, with the developer company "Salillari Sh.pk" in Tirana.
But the Prosecutor's Office of Tirana, instead of taking the defendant and arresting the owner and financier Pëllumb Salillari, prosecuted his two followers Lulzim Salillari and Bledar Starova, who have no property relationship with the company "Salillari Sh.pk" and are not ordering, financiers and owners or beneficiaries of the building without permission.
If the prosecution calls the two henchmen of the oligarch Pëllumb Salillari as orderers, financiers, builders, owners and beneficiaries of the palace without permission; then, in addition to building without a permit, it should also investigate the source of the 12 million Euros with which they built the palace and the ownership of the land.
While SPAK, as the competent anti-corruption prosecution of state officials, must investigate the fact that the government confiscated the palace of Pëllumb Salillari in November 2022, while Pëllumb Salillari, however, re-bought it from the government in October 2023, worth 10% of the market price per square meter in that area of Tirana.
It's good that the police, who are subordinate to Bablok, did not arrest Pëllumb Salillari, because as you know, they "eat in one dish", even many police leaders and ministers have taken local apartments in the buildings that Pëllumb Salillari built.
Why doesn't the prosecution arrest, or at least why doesn't Pëllumb Salillar, who built the 20,000 m2 building without permission, while there are 113 people in prison who repaired the roofs and fences of the houses?!
