In late 2022, hackers attacked the systems of a second-tier bank in Albania, revealing customer data.
This data appeared on the Telegram account of "Homeland Justice", identifying the customers and the amount of money in the bank.
Directors, customs and tax employees, dubious businessmen, crime bosses, former ministers, MPs, etc., turned out to have large sums in bank accounts, in some cases undeclared in ILDKPKI.
Part of this list was also the director of the bankrupt Durrës Waterworks, who only had about 500 thousand euros in one bank account. It turns out that this amount was not declared by him in ILDKPKI.
It seems strange how ILDKPKI, which has access to banks by law, did not do a verification of the bank accounts in relation to the asset declarations.
Kovac of the Durrës water supply company received hundreds of thousands of euros in the form of gifts. He declared this money, but not the amount of 500,000 euros.
In just one case, in December 2014, 100,000 euros were transferred to Spartak Kovaçi's account from the company Adriatik shpk, owned by Petrit Kovaçi, Spartak Kovaçi's father.
The source of this money is suspected to be the corrupt affairs with tenders of the director of the Durrës Waterworks, Spartak Kovac, but that the Adriatik shpk company was used to cover them up.
From the verifications of the balance sheets of the Adriatik shpk company and the distribution of the dividend, the amounts that the company transferred to Kovac's account are not justified. All the more so because Petrit Kovaçi has only 50% of the shares in this company, which has won 10 public tenders under the flag of corruption, at the time when his son Spartak Kovaçi was the director of Durrës Waterworks, which he bankrupted and plunged into a debt worth over 160 million euros.
Also, Kovaçi has a deposit worth 170 million ALL, money also from an obscure source.
We are facing strong indications of corruption and money laundering by Spartak Kovaçi, who with dirty money is also building a hotel in Durrës worth millions of euros, together with the brother of Ceno Klos, Director of Taxes.
In 2011, Kovaçi bought an apartment in Durrës worth about 100 thousand euros. The source of this money is also unknown.
With the establishment of the SPAK, Kovaci has banned gifts of hundreds of thousands of euros and large bank deposits, as well as the declaration of suspicious assets.
Not only that. However, Kovaçi is suspected of keeping large amounts of cash in the apartment, above the value allowed by law. A source pointed out that Kovaçi has hidden several million euros in tender corruption money in his apartments and villas.
When the BKH landed in his office seizing his laptop, unidentified persons moved bags from his apartments.

Nga kjo skemë janë përfituar dhe vjedhur miliona euro para publike, të cilat po investohen në pasuri të paluajtshme.
Një hotel me para të dyshimta
Po sjellim disa fakte si po pastrohen paratë e korrupsionit nga Spartak Kovaçi, duke ndërtuar hotelin luksoz Azure Elegance Hotel në Durrës, një investim miliona euro që duhet sekuestruar nga SPAK-u, pasi investimi nuk justifikohet me burim të ligjshëm të ardhurash.
Në 28 shkur 2022, Petrit Kovaçi dhe kompania T.O.V 2019 themelojnë kompaninë Adriatic Union, me objekt hoteleri, turizëm etj., me kapital 100 mijë lekë.
Kompania T.O.V 2019 është themeluar në vitin 2019, me kapital 100 mijë lekë, me objekt bar, restorant etj.
Genti Klosi, një personazh pa historik biznesi, është pronar me 50 % të aksioneve i kësaj kompanie, me emër tregtar Shafran.
Genti Klosi është vëllai i Drejtorit të Tatimeve, Ceno Klosi, i cili është kuanti i Alda Klosit, ish zyrtares së besuar të Arben Ahmetajt, e cila kishte mbushur shtëpinë me paratë e korrupsionit me tendera dhe koncensione.
Në 29 maj 2023 mblidhet Këshilli Kombëtar i Territorit. Përpos të tjerave, në këtë mbledhje miratohet edhe leje për ndërtimin e një hoteli nga kompania Adriatic Union, me nipt M21511503C.
Sipas vendimit, hoteli Azure Elegance Hotel, një investim miliona euro, do të ndërtohet në rrugën Plazh/13 në Durrës.
Prapaskena mëson se pas investimit qëndrojnë Spartak Kovaçi dhe Ceno Klosi, dy personazhe të lakuar si figura të korrupsionit me tendera dhe afera të larmishme në Ujësjellësin e Durrësit dhe Tatime.
Ndryshe nga Alda Klosi, duket se Kovaçi dhe Klodi nuk do t’i mbajnë paratë të fshehura në skuta, por po i investojnë në pasuri të palujtshme, me të cilave edhe një hotel.
Nuk ka asnjë mundësi dhe logjikë financiare që një kompani fantazmë me 100 mijë lekë kapital, që kontrollohet nga një tjetër kompani fantazmë, të ndërtojë një hotel miliona euro investim.
Nga ana tjetër, edhe Petrit Kovaçi, i cili ka 50 % të aksioneve në kompaninë e hotelit, nuk ka burime të ligjshme të ardhurash për të realizuar investimin.
Kompania e tij kryesore e ndërtimit, Adriatik shpk, ku ka 50 % të aksioneve, rezulton herë me humbje dhe herë me fitime modeste.
Edhe pse vitet e fundit ka nisur të dalë me fitim, për të mos paguar taksa, nuk është ndarë dividenti, por është mbajtur rezervë ose është investuar në asete.
Pra, kompania Adriatic Union, me nipt M21511503C, nuk ka asnjë mundësi financiare të ligjshme për të kryer investimin, për ndërtimin e hotelit.

Meanwhile, Petri Kovaçi's partners, with whom he received over 35 million euros in tenders, not counting millions of euros as a subcontractor, received over 15 million euros in tenders from Spartak Kovaçi, who is Petri Kovaçi's son.
The tender partners of Petri Kovaçi who received tenders of millions of euros from his son Spartak Kovaçi are;
- Artan Sako, the brother of the former commander of the Guard, Gramos Sako, administrator and co-owner of the construction company 2 T shpk, beneficiary of over 100 million euros of dubious tenders and with a red flag of corruption.
-Alfred Ibrahimi, Ramadan Ibrahimi, Jorgjie Ibrahimi and Eduart Ibrahimi, co-owners of the company Ed Konstruksion, beneficiary of over 100 million euros of tenders during the last years.
The partners in the tenders of Petri Kovaçi who received tenders of millions of euros from the Municipality of Durrës are;
-Vasil Jovani, the "big fish" of tenders, owner and administrator of the KRONOS KONSTRUKSION company, the beneficiary of about 60 million euros of dubious tenders, while he laundered EU funds for agriculture.
- Luan Kapri, owner of the company Rej shpk, which during the last years has benefited over 30 million euros in tenders.
-Flutura, Kujtim and Besnik Hysa, co-owners of the Hysa Brothers company, with several corruption files in SPAK, filed for corruption, mass theft, forgery and fraud
This group of companies has circulated at least 50 million euros, only for the account of father and son Petri and Spartak Kovaçi, appropriating half of the amount, without counting the benefits of subcontracting.
