Public properties to be converted into towers and hotels
A gang of arrogant thieves of public assets, who boast and pose as big businessmen, who encourage each other at tables that there is nothing SPAK can do to them, who tell fabricated or mythologized stories to show how close they are to Edi Rama, are looting the last public buildings and properties like spoils of war, to build villas, hotels and towers with dubious money, loan sharks, money that is the product of fraudulent schemes, VAT abuse, call centers, microcredits and agreements with drug trafficking figures.
For the implementation of this predatory project, that is, for the appropriation and conversion of public property into private businesses, the Albanian Investment Corporation was created/invented. So, the implementation of the plan to absorb 'foreign investments' by dividing the last assets as spoils of war for society, serviles, realtors and clientele. Businessmen who produce nothing, but only bargain, mediation and business with public property.
Elira Kokona has been placed at the head of the corporation. The latter was not chosen by chance. It is a 'strategic' choice.
Firstly , SPAK follows a lenient penal policy towards women, with the exception of cases of involvement in criminal groups such as former judge Pajtime Fetah.
Secondly, Elira Kokona has been the general secretary of several ministries, has a history of abuse of power, and even, while exercising public duties, has defended in arbitration the interests of her clients who were in court with the government.
Thirdly , Elira Kokona comes from experience as Deputy Secretary General of the Prime Minister's Office, Engjëll Agaçi, known as the 'Tano Karidi' of the Albanian government, for whom it is said that several arrest warrants have been torn up.
Fourth , there are strong suspicions that Elira Kokona is a hidden shareholder in several clientelist companies, designated to benefit from public assets, on which the towers will be erected. Elira Kokona is believed to be a secret shareholder in the companies of her husband's friends, Denis Gjika, who will be declared the winners of Mrs. Kokona's tenders for public assets.

Shtëpia e Fëmijës “Zyber Hallulli” kullë për oligarkët
Vox news shkruan se projekti i radhës i Korporatës së Investimeve Shqiptare prek edhe fëmijët jetimë, ku në truallin e Shtëpisë së Fëmijës “Zyber Hallulli” do të ndërtohet një kullë e stërmadhe. Mjeshtrat e betonit duket se nuk kursejnë askënd, as jetimët, të cilët kanë një jetë të tërë që jetojnë atje. Për të mos thënë personali, ku dihet se Shtëpia ka qenë gjithmonë në Rrugën e Elbasanit.
Këta mjeshtra duket se kanë një plan, për të asgjësuar çdo ndërtese të ulët shtetërore në afërsi të qendrës së Tiranës për t’a shndërruar në kulla të stërmëdha, nga ato që ndërtohen gjithmonë nga oligarkët, ku blejnë apartamente apo dyqane persona me të kaluar të dyshimtë.
Trualli ku janë jetimët është shumë i kërkuar nga oligarkët, të cilët prej kohësh e kanë kthyer në një masiv të madh betoni zonën pranë stadiumit kombëtar, tashmë të emërtuar “Air Albania”.
Korporata shkruan se projekti do të realizohet nëpërmjet instrumentit të sipërmarrjes, ku partneri privat do të financojë ndërtimin e dy objekteve publike, Korpusit të Inspektoriateve dhe Shtëpisë së re të fëmijëve “Zyber Hallulli”, ndërsa në këmbim do të ketë të drejtën të zhvillojë një pronë tjetër për përdorim multifunksional, në përputhje me vendimin e Këshillit të Ministrave.
Pronat e përfshira në projekt janë ajo me sipërfaqe prej 7,107 m² truall. Brenda kësaj pasurie ndodhet një ndërtesë me sipërfaqe 1,411 m², në të cilën ndodhet godina e Shtëpisë së fëmijëve “Zyber Hallulli”. “Kjo pronë është në pronësi të shtetit, dhe ndodhet në përgjegjësi administrimi të Ministrisë së Shëndetësisë dhe Mbrojtjes Sociale, si dhe Shërbimit Social Shtetëror. Kjo pronë i ka kaluar Korporatës me Vendimin e Këshillit të Ministrave të datës 31 korrik 2025”, thuhet në dokument.
Në projekt është përfshirë edhe prona me sipërfaqe prej 2,902.6 m2 truall, e cila është një njësi ndërtimore dhe truall në përdorim aktual të Inspektoratit Qendror.
Ndërkohë, prona e tretë është ajo me sipërfaqe 5,219 m2, e transferuar në pronësi të AIC, do të jetë për zhvillim publik për ndërtimin e një shtëpie të re për fëmijët e qendrës Zyber Hallulli.
Duket se, godina e Inspektoriateve dhe Shtëpia e re e Fëmijëve do të zhvendoset në rrugën Gramoz Pashko. Trualli që ato lënë, me sipërfaqe të stërmadhe, pritet t’u jepet privatëve për të ndërtuar kulla. Një histori tepër e dyshimtë, ku një truall me vlerë shumë herë më të lartë i jepet privatit, në këmbim të dy godinave që do të ndërtojë pak në periferi.
The document states that the first area consists of a 5,220 m² plot of land on Gramoz Pashko Street, near the Tirana Student Campus and Lake Park. “This area with a “garden city” character offers a healthier and greener environment than the current home of the institution and provides an ideal context for a campus that feels like a village rather than a shelter. The project is intended to accommodate around 40 children aged 6–15,” the document states.
Meanwhile, the second area consists of a 7,110 m² property on Elbasani Street, near the “Air Albania” Stadium. “Both the current ‘Zyber Hallulli’ Children’s Home and the existing Inspectorate building on this plot will be demolished, paving the way for a new mixed-use development with high urban visibility. This project is expected to combine hospitality, residential, commercial, office and service functions, as well as provide sufficient underground parking spaces. While the exact distribution of these functions is left to the creativity of the competitors, the building should aim to become a contemporary landmark that contributes positively to Tirana’s urban skyline and its public space,” the document states.
Written quite clearly that a tower will be erected on the territory where the orphans currently reside. According to the concrete masters, architects should pay special attention to the relationship between the building and its surroundings, how it enlivens the street level, connects to the surrounding neighborhoods, and integrates public spaces that serve both the community and future users.
