Tender for weeding, pruning and watering of flowers at the Trauma Hospital
One of the "tender masters" is former Socialist MP Edlira Bode, director of the Trauma Hospital for four years. She has started to develop tenders through the Centralized Purchasing Operator, an agency of the former Ministry of Economy, Culture and Innovation under Blendi Gonxha.
While the Trauma Hospital lacks medicines and equipment, Director Edlira Bode has devised and signed an "emergency service" tender on September 11, 2025, with the aim of weeding, pruning, and watering flowers in the hospital's premises.
The Centralized Purchasing Operator announced this tender with a limit fund value of 390 million lekë including VAT on September 15, 2025 in the Public Procurement Bulletin. The tender will take place on October 13, when "Minister Diella" will have been in office for a month and will have to verify whether this tender is theft or not.
Tender for "emergency car wash" in the Municipality of Tirana
Even the acting mayor of Tirana, Anuela Ristani, on September 11, 2025, devised and signed a tender with a limit fund value of 240 million lek including VAT for washing the cars of officials of this municipality.
Like Edlira Bode with the flower tender, Anuela Ristani has also called the car wash for municipal officials an "emergency service" and has scheduled it for October 13, 2025.
These two cases clearly show that government thieves are not afraid of "Diella," because she is Babloku herself who orders ministers, directors, and mayors to fabricate and sign fictitious tenders and concessions for government clients./ Pamphlet
