On November 30, 2017, Adrian Bylyku was appointed Director of the Natural Resources Agency, an appointment for which it was said that Edi Rama did it for the sake of friendship with his wife Ledia Plaku; but in fact, it was lobbying by the Russian-Chinese mafia who have taken the oil wells in Albania.
Two weeks after the appointment at the head of AKBN, which falls in the middle of December 2017 after Edi Rama's connections and negotiations with the trio Charles McGonigal, Agron Neza and Shefqet Dizdari had started; director Bylyku signed the removal of Visoka's wells to the American company and gave it to the Russian company of McGonical.
If SPAK will investigate AKBN's files, especially with licenses and mining rents in oil and chrome; will reveal many economic, wealth and financial abuses, made by Bylyku in favor of Bablok's clients and friends, between them and the "McGonigal-Neza-Duçka" group.
But although Bylyku was considered and was the most "cemented" director in the "Rilindja" government; on January 15, 2024, he was quietly dismissed by order of Bablok, stunning and horrifying all the heads of the Natural Resources Agency.
While in the evening of that date, Minister Belinda Balluku, in a closed meeting with the heads of AKBN, expelled Bylyku and introduced the director of Petri Malaj, a partner of a Serbo-Croatian audit firm.
Director Adrian Bylyku's departure was left in silence and shrouded in complete mystery; although he was the most important director, in whose hands was the entire activity of oil, gas, mining, quarries permits, even the company "Alpetrol" and 73 concessions in hydrocarbons and mines.
In his hand, there were 90 million Euros in taxes per year, paid by the businesses of these sectors; but in reality, during the 6 years of leadership by Adrian Bylyku, only 10-13 million Euros were added to AKBN's coffers per year, even since 4 months, AKBN's employees have not received their salaries.
Sources within AKBN told "Pamfleti" that there is no information regarding the reason for the dismissal of director Bylyku; but they said that in the last 3 months, he has been very stressed and several times in the close social circle, he has mentioned the fear of an expected call to SPAK.
Director Bylyku's fear appeared after the "Rama-McGonigal-Neza-Duçka" scandal broke, and he often mentioned the fact that this group was connected to the company he launched, which removed the oil wells from the American company "GBC" and gave it to the company Russian, represented by Shefqet Dizdari, partner of Charles McGonigal and Agron Neza.
He connected this fear with the fact that on July 9, 2020, the American company "GBC" of oil wells in Visokë, won the trial in international arbitration, with a fine of 12.5 million USD and compensation of 50 million USD from the AKBN account of the Albanian state.
His dismissal is a mystery and has not been made public by Minister Belinda Balluku, while this public evidence was discovered by the investigation of "Pamphlet", according to a chronology of the actions of the "Rama-McGonigal-Neza-Duçka" group. , with the concession of the oil wells, signed by the director Bylyku of AKBN.
