According to the information, it is learned that Manastirliu was called on the issue of sterilization, at the time when he headed the QSUT and then the Ministry of Health. This is because Manastirliu, as the successor of the former minister Ilir Beqaj, has extended the sterilization contract even though he was aware that the contract was not being respected by the concessionaire.
Even based on these evidences, SPAK has registered a new criminal proceeding and has launched investigations into the role of former Minister of Health Ogerta Manastirliu and former General Secretary Gelardina Prodani in increasing the cost of the sterilization concession and the abusive implementation of the contract with the concession company SaniService . This is suspected to be the reason for the questioning of Manastirli for more than two hours by SPAK prosecutors.
Investigations related to the case have started after a criminal report for the alleged criminal liability of Manastirli and Prodan during the implementation of the contract for the sterilization service of surgical instruments with a 10-year term. According to the criminal complaint, the pair Manastirliu-Prodani abused their duty and committed the crime of corruption in cooperation, by changing the concession contract and increasing the cost in an abusive manner.
Specifically, on January 15, 2020, the Ministry of Health headed by Ogerta Manastirliu and represented by General Secretary Geraldina Prodani, changed the contract with the sterilization service company SaniService, anticipating the expansion of the service and the increase of the cost for the state budget.
By amending the concession contract of 2015, Ogerta Manastirliu, through her representative, Geraldina Prodani, provides that the company SaniService can offer surgical sets beyond the ceiling defined in the contract, 63 thousand operations per year, applying a discount of 25% of the price for any service with equipment for operations beyond the number 63 thousand.
The biggest abuse consists in another decision. Ogerta Manastiriu has allowed the embezzlement of 7 million euros in 2018, through the use of high-level sets of surgical equipment worth 140,000 Lek instead of 3,000 Lek sets of equipment for removing pegs, changing bandages for wounds, any modest cut etc.
With these actions of Manastirli and its subordinates, they first increased the initial value of the concession contract by 44 million Euros; and secondly, through the reduction of the volume of the surgical service that determines the contract for 10 years, on January 15, 2020, they created 22 million Euros of profit for the private firm for the next 5 years.
The BKH agents who investigated the file of surgical equipment, also filed evidence of the change of the contract by the former Minister of Health, Ogerta Manastirliu and the former secretary Gelardina Prodani, with the consequence of 66 million Euro theft to the state, through the bosses of the concession.
We also recall that initially the documents of the amendment of the concession contract were removed from the investigation file, not treating it as evidence at all. This is with the aim that the two senior leaders of the Ministry of Health, Ogerta Manastirliu and Gelardina Prodani, would not be the object of the investigation and would not be charged with the sterilization affair for which Ilir Beqaj was being investigated.
But the review of the file of surgical equipment, apart from Ilir Beqje, now seems to have sunk Manastirliu as well. / Pamphlet
