Every time the oligarchs and interest cartels want to remove some tax, change some law for their interests or undertake some legal initiative to devour public assets, they always find a character; Eduart Shalsi , already marked as the man of oligarchs and dark interests.

It has no electoral or political weight. It avoids exposure as much as possible and acts in secret. In 2011-2012, Edi Rama asked a well-known director to train and train Shalsi to speak in public.

The director would spend hours rehearsing with Shalsi, who would improvise in different roles and positions.

The whole investment was blown up during a debate on the show "Top Story" at the height of the campaign for the 2013 parliamentary elections, when Shalsi said the expression that has resisted the dakda: "And a promise that we make from now on, we will not blatant theft like these".

Shalsi's Freudian 'promise' created great embarrassment among socialists at the time.

We do not know if this promise was kept or not, but after that night, Edi Rama returned Shalsi to the darkness and to the bazaars, i.e. to his habitat.

Eduart Shalsi graduated in Biology-Chemistry in Tirana in 1990. After his studies, he worked as a teacher in various schools in Tirana. From 1992 to 1995, Shalsi emigrated to Greece. The deputy claims that it was argat, an honorable and respected job, but according to some media reports, Shalsi worked as a 'hawk'.

According to some accounts, Shalsi with the 'hood' in Greece has operated under several names, however, Shalsi's activity in Greece will be the subject of another article.

After returning from Greece, Shalsi started working in the first private bank in Albania, Tirana Bank.

From the private sector, Shalsi moved to the state sector, becoming the director of the state insurance company, INSIG.

In 2004, Mr. Shalsi joins the team of Edi Rama in the Municipality of Tirana, first as the Mayor's chief of staff and then as the Deputy Mayor of the Municipality.

Edi Rama kept him and made him a deputy in 2009, then in 2013, 2017 and 2021. From time to time he entrusted him with several peripheral ministries.

In a BIRN analysis in 2021, Shalsi found that he had declared an asset worth about 400 thousand euros. Wealth is not justified even if Shalsi has been without food and drink for 3 decades.

Therefore, documents have been published in the media that Shalsi's wife, Eranda Shalsi, has implemented several government projects worth 930 thousand euros . (This does not mean that he stole the money nicely).

The criminal activity of Eduart Shalsi consists in representing, reflecting and returning to normative acts and laws the corrupt interests of the oligarchs, using the mandate of the deputy.

Some concrete facts and circumstances point to a parliamentary corruption, where the mandate of the deputy, instead of representing the interest of the voters, is used to realize the interests of a handful of people.

This is the reason why Eduart Shalsi will continue to be the object of a strict media monitoring and investigation, considering his denunciation and exposure a high public interest.

The law on the transfer of public property into the hands of oligarchs

At a time when the majority has unveiled a draft resolution against corruption, its deputy Eduart Shalsi proposed in the Assembly a legal initiative to change a normative act of 2008 entitled "On the privatization and giving to use of commercial companies and state institutions of enterprises or special objects..." .

The initiative foresees the giving of public properties and the demolition of public buildings when oligarchs are expected to build resorts or other facilities in these territories.

According to the proposals, "state property can be exchanged for private property from ministries, other central institutions, depending on the Prime Minister and ministries, local self-government bodies as well as state enterprises or commercial companies".

According to the proposals, "when the state property that contains objects or buildings lies in the footprint of projects for which the development permit has been approved in accordance with the legislation on planning and development of the territory, the existing objects and buildings located on this property are demolished in function of the development of the project".

During the discussions in the parliamentary committees, the opposition MPs considered the initiative as corrupt and commissioned, although Sali Berisha and Ilir Meta supported it silently, as it is known that they are paid and clean the money with the oligarchs.

The Shalsi initiative, which is suspected to have been prepared by the circle of businessmen and oligarchs with the aim of devouring public assets, investing the money of corruption, tax evasion and trafficking, was also viewed with suspicion by Socialist MP Erion Braçe.

There were strong reactions and a great media exposure, but as it seems, everything was decided on those verandas where the bottle of wine costs over 6 thousand euros.

The initiative was approved with 68 votes in favor, 21 against and 2 abstentions.

The initiative that passes public properties into the hands of oligarchs and government clients was defended by Shalsi in the Assembly.

Eduart Shalsi përfaqësues i interesave korruptive të mashtruesve të qumështit

Paraditen e 2 nëntorit 2021, ish ministrja e Financave dhe Ekonomisë, Delina Ibrahimaj, u paraqit në Komisionin Parlamentar të Ekonomisë për të prezantuar parashikimet e paketës së re fiskale, e cila do të shoqëronte buxhetin e vitit 2022. Përpos të tjerave, ministrja tha se ishte parashikuar edhe një taksë për qumështin pluhur që futet në Shqipëri, 100 lekë për litër, për të mbështetur prodhimin vendas dhe fermerët shqiptarë.

Ky propozim alarmoi bosët e qumështit, të cilët nisën të lobonin kundër taksës së propozuar.

Shqetësimi i pronarëve të fabrikave të qumështit për taksën e propozuar për qumështin pluhur, tërhoqi vëmendjen dhe shqetësoi disa deputetë, pasi pothuajse të gjitha fabrikat e përpunimit të qumështit, të cilat shesin qumësht, kos, djathtë etj., në etiketë e prezantojnë produktin si 100 % natyral.

Kur produktet i prezantojnë dhe i shesin si 100 % natyral, pse bosët e qumështit duhet të shqetësoheshin për një taksë për qumështin pluhur?!

Pronarët e fabrikave të përpunimit të qumështit dhe nënprodukteve të tij, duke lobuar kundër një takse të re për qumështin pluhur. Ata pranuan në një mbledhje të Komisionit të Ekonomisë, se ata përdornin qumështin pluhur në produktet e tyre të paktën në masën 2 %, duke nënkuptuar se përzierja mund të jetë shumë më e lartë, bashkë me produkte të tjera si vaj palme etj.

Kjo deklaratë duhet të ngrinte në këmbë shtetin, AKU, Prokurorinë, Kuvendin dhe madje edhe Shërbimin Informativ, për një krim masiv kundër shëndetit të popullatës, përmes mashtrimit.

Produktet i nxjerrin me etiketë 100 % natyral, ndërsa në Kuvend thanë se përdornin qumësht pluhur.

Bosët e mashtrimit të madh me qumështin shumë shpejt gjetën çelësin e zgjidhjes: Eduart Shalsin.

Si kryetari i Komisionit të Ekonomisë, Eduard Shalsi, fillimisht e kundërshtoi publikisht propozimin e taksës.

“Duhet të konsultohemi patjetër me grupet e interesit. Jemi në kohë për të parë se çfarë mund të reflektojmë dhe ndryshojmë brenda paketës, dhe kjo është shumë e rëndësishme. Do të duhet një analizë e plotë për efektet qoftë për tregun e qumështit dhe nënprodukteve të tij, qoftë edhe të produkteve bujqësore. Ka disa shqetësime nga grupet e interesit që këto masa mund të mos shtynë drejt formalitetit, por përkundrazi…”, tha Shalsi. 

Pronarët e fabrikave të qumështit dhe nënprodukteve të tij duket se kishin nisur ndërkohë në prapaskenë lobimin intensiv për të rrëzuar propozimin e qeverisë për taksën për qumështin pluhur.

On the website of the Assembly, where all the meetings of the parliamentary committees were recorded according to the dates, only the session of the Economy Committee with the milk traders was missing.

Three days after the consultations, MP Erion Braçe, member of the Economy Committee, through a post on Facebook, expressed surprise at the withdrawal of the Ministry of Finance from the tax on powdered milk.

"The government has withdrawn from the milk powder tax? But why? And where did we eat? The government has submitted to the Parliament the law on national taxes with a new tax on powdered milk. We at the Economy Commission have started its examination; At the same time, we had a hearing with the milk processing factories".

Braçe's position clearly meant that the Commission did not agree on the removal of the tax, but the withdrawal was made later, after Shalsi's negotiations with the dairy bosses. Of course, we have no evidence if the dairy bosses paid Shalesi and how much they paid him, but the facts once again show Shalesi's parliamentary activity against the public interest.
