On July 7, 2020, Prime Minister Edi Rama presented five candidacies for the position of Chairman of the Public Procurement Committee to the Parliamentary Committee on Laws, but ordered that the "dwarf" Jonaid Myzyri be approved, while the other four candidacies were only formal.
Within July 2020, Myzyri was voted into Parliament and, according to the "programming" that Rama had made for him, he began his duties by making decisions according to orders from the Prime Minister's office, but also according to the bargains he made himself to "eat pears."
His task was to legally verify the implementation of criteria and tenders, auctions, and concessions competitions conducted by central and local government institutions, establishing justice: leaving them in force when they were correct or canceling them when there were abuses.
But after nearly five years in office, Babloku's "dwarf" on the tender verification commission was prosecuted by SPAK and dismissed by court decision for abuse of office, falsification of documents, fraud in decisions, inequality in tenders and corruption.
After SPAK caught and removed Jonaid Myzyri from the game, Prime Minister Edi Rama replaced him with the virtual creature "Diella", to whom he entrusted the task of verifying tenders that Myzyri used to do.
So, instead of the "dwarf" that was programmed to protect and allow illegal tenders and thefts by officials and businessmen, Rama installed the robot "Diella", which he will program himself, with data as if it verifies, detects and denounces illegal tenders.
Bablok's staff will insert disks with data on complaints, verifications, denunciations and cancellations of small tenders into "Minister Diella" to create the impression that she is independent and fair, not tolerating any case of abuse.
Even the “dwarf” Jonaid Myzyri, when he appointed him Chairman of the Public Procurement Commission, Babloku “programmed” him to cancel several tenders and auctions with small values, to create the impression that he was enforcing the law and stopping corruption. In fact, Myzyri did not block or cancel tenders, auctions and concessions worth millions of euros, given to Rama’s friends and clients, often in violation of the law, without competition and with contracts 2–3 times higher than the real costs.
There are similarities in statements between the physical “dwarf” and Babloku’s virtual “Diella,” and there is no doubt that they will also have similarities in actions, because both have the same “command.” For example, in her first speech in Parliament, “Diella” said that she knows no one, has no friends, has no interests, and does not take orders from anyone, but will act according to the law. Myzyri also said the same when he was appointed, but the SPAK investigation revealed that he took orders, made deals, and was immersed in corruption.
But there is one difference: Jonaid Myzyri was investigated and taken to court. While "Minister Diella", the Prime Minister has invented and programmed her like a robot, so that SPAK will not be able to investigate and arrest her, even if all of Albania's tenders are stolen./ Pamphlet
