The sun doesn't get a salary, has billions in hand and... doesn't go

The sun may appear as a solution to this rotten system, but without transparency over the algorithm, without public data on decision-making, and without a clear path to appeal, it is only a digital facade that can mask real political control over billions of euros of public funds...

In a country where every public tender is potentially a scandal in waiting, the Albanian government has chosen an unusual way to demonstrate “reform”: a minister who is not human. “Diella” – an avatar built by artificial intelligence and presented as the new voice of transparency in public procurement, has officially become part of Edi Rama’s cabinet.

She does not receive a salary. She does not take vacations. She does not bid for fuel or plane tickets. But she is not answerable to the law either. She cannot be questioned, she has no immunity to be lifted and most importantly: she cannot be summoned to SPAK. Here lies the essence of this "innovation".

The sun, on the surface, is an advanced step towards the automation of public administration. In reality, it is a dangerous experiment where technology is being pitted against democratic accountability. Because in a functioning state, anyone who manages public money, whether it is 100 euros or 1 billion, must be controllable, punishable and verifiable. The sun is none of these.

We all know that corruption in Albania doesn’t just happen when a minister pockets money. Corruption starts with the way tender criteria are drafted, how a competitor is excluded, how terms are negotiated with the “winner” and how costs that increase along the way are justified. Diella may appear as a solution to this rotten system, but without transparency over the algorithm, without public data on decision-making and without a clear appeal path, it is just a digital facade that can mask real political control over billions of euros of public funds.

The Albanian government presents Diella as being built by AKSHI with the help of Microsoft. No technical document, no operating manual, no independent audit standard has been made public. It is not known what data was used to train the system, how the points of a tender are set, who programs it and above all: who is responsible when a decision is wrong, discriminatory or manipulated?

In a society that has lost faith in justice and politics, the introduction of a “virtual minister” may seem like innovation. But innovation without rules is just spectacle. And Albania has a long history of technological spectacles that end up as failed or expensive projects for the taxpayer.

If Rama were to truly fight corruption in public procurement, he would start by clarifying large concession contracts, guarantee real competition in every tender, and strengthen SPAK, not replace it with an avatar that cannot be questioned.

The sun may not get a salary, but it can give billions. And in a country where every important economic decision is politicized, a minister who doesn't speak, doesn't ask, and doesn't object is the dream of any government that wants control without accountability.

At the end of the day, this is neither digital reform nor a fight against corruption. It's just another way to have no one held accountable. And that's exactly what we need the least of. /Pamphlet
