It has already been proven that Ilir Beqja was removed from the investigation file of the concession of surgical equipment, with the intervention of Edi Rama because they are co-authors of this theft, but also as it is said, he paid 1 million Euros in bribes.
But out of the investigation for surgical equipment, the prosecutors of SPAK, Edvin Kondili and Ened Nakuçi, also left the former Minister of Health Ogerta Manastirliu and the former General Secretary, Gelardina Prodani, who added to the theft by changing the contract in favor of the private firm.
On January 15, 2020, these two leaders of the Ministry of Health, deceiving that the quality of surgical service in operations would be expanded and improved; they bargained with the owners of the company "Sani Service Sh.pk", increasing the financial costs paid by the state.
Without repeating in detail the facts that the KLSH also brought out, we are mentioning only the two thefts that Ogerta Manastirliu and former secretary Gelardina Prodani did through the contract change:
First, they added 44 million Euros to the initial value of the concession contract; and secondly, through the reduction of the volume of the surgical service that determines the contract for 10 years, on January 15, 2020, they created 22 million Euros of profit for the private firm for the next 5 years.
The BKH agents who investigated the file of surgical equipment, also filed evidence of the change of the contract by the former Minister of Health, Ogerta Manastirliu and the former secretary Gelardina Prodani, with the consequence of stealing 66 million Euros from the state, through the bosses of the concession.
It is not known with what political, oligarchic orders or for what friendly connections and interests; but the two prosecutors of the case, Edvin Kondili and Ened Nakuçi, removed from the investigation file the document of the amendment of the concession contract, not treating it as evidence at all.
They did this, in order that the two senior leaders of the Ministry of Health, Ogerta Manastirliu and Gelardina Prodani, would not be subject to investigation, would not be charged and would not end up in handcuffs.
But the review of the file of surgical equipment, apart from Ilir Beqje, has become part of the criminal proceedings and the evidence for the change of contract from Manastirliu and Prodani, which until now have not been affected at all by this investigation.
According to the information, the reintroduction into the process of investigating the change of the sterilization contract was done by order of the head of SPAK, after relying on the official documents, it found that this test was left out of the process.
But even after the response to the request made to Altin Duman by the FBI investigators who are on a supervisory mission at the National Bureau of Investigation, who found that the evidence for the duo Manastirliu-Prodani was presented by the BKH investigators, while it was missing from the SPAK file .
Since the evidence of the change of the concession contract was reintroduced in the investigation process, we suggest to SPAK to investigate these facts as well: After the year 2020, when the theft of 66 million Euros was made with the change of the contract, Ogerta Manastirliu bought 1 villa in Lalz 1st in Dhërmi; while Gelardina Prodani has bought a hotel-restaurant business facility in the "Green Cost" resort in Palasa./ Pamphlet
