As early as March 23, 2023, "Pamphlet" warned that the Territorial Planning Agency, chaired by Prime Minister Edi Rama, has prepared a check of nearly 30 million Euros for the company "51N4E Sh.pk" where Linda Rama's daughter works, for the design and reconstruction of Durres stadium.
This goal has already started to be realized, published on October 30, 2023 in the Public Procurement Bulletin, where the Albanian Development Fund has announced that the company "51N4E Sh.pk" will make the master plan of the sports complex of the "Niko Dovana" stadium and the development of the multifunctional area around the complex of this stadium in Durrës.
After the accusations in the media and in the parliament, that this stadium project was fabricated and predetermined to be taken by Rea Xhillari, the daughter of his wife, Prime Minister Edi Rama called it slander and declared that it will be awarded through an open tender, where any company can compete .
But the official document of the Albanian Development Fund proves that the First Lot, worth 440 million lek, for the master plan of the Durres stadium, was given to the Belgian company where Linda Rama's daughter works and is said to be a partner.
In complete violation of the law, the Albanian Development Fund gave it to him without making an open tender, using the trick of the "Negotiation" procedure without announcing a tender in advance, when this is not emergency funding for dealing with fire, floods and earthquakes.
The awarding of a negotiated project is the notification of a company that the prime minister, minister, director or mayor wants to provide a job or service with public funds, without making a tender with an open competition of financial offers.
