On January 16, 2025, the dam of the private hydroelectric power plant "Energo-Sas" in Lukovë, owned by Vasil Naçi and Vasil Gjika, burst, flooding 12 businesses with tourist activities, damaging several other businesses, orchards, houses, land in the area, and the power station.
On January 20, "Pamphlet" published information provided by the anti-crime department in Himara and the Vlora Prosecutor's Office, which are investigating the causes, which stated that the Sasaj hydroelectric dam in Lukovë did not burst due to the water level and pressure.
But there is information from SHISH, indications, evidence and testimony from HEC workers, which prove that the dam was broken with a scenario and actions stimulated by man, on the orders of the two owners Vasil Naçi and Vasil Gjika, to flood the area by the sea, with the aim of building resorts, palaces and hotels on 94 hectares of state-owned land.
The owners of tourist businesses and homes in the flooded area have filed several reports about this economic crime that endangers human lives, organized by the two Vasils, owners of the HPP.
Because in the last 2 years, they have sent "strongmen" and realtors to residents who have homes, businesses and orchards below the HEC dam in Lukovë, to take their lands and have put pressure on them and blocked their ownership certificates, through the Himara Municipality, the Prefecture and the Cadastre.
A day after the denunciation published by "Pamfleti", the mayor of Himara, Vangjel Tavo, known as Ilir Meta's "oturak" and now Edi Rama's "oturak", appeared on a government television station, under orders to deny the truth about the dam's breach.
He said that the dam breach was not done for profit, but was an accident, as a result of the water overload in the HPP lake, an increase that they had not noticed.
But Vangjeli deceived, because on the day of the dam's rupture, the Lukovë HPP had 15% of the water below the normal allowable quota, and even the report of the Dam Committee at the end of 2024 had stated that the dam was safe even if the water reached above the forced discharge quota.
Even if they accept Vangjel Tavo's deception as true, that the dam broke due to water overload, the owners Vasil Naçi and Vasil Gjika bear full criminal responsibility for not allowing the gradual discharge of water into the canals that lead to the sea.
But Vangjel Tavo emphasized several times that the dam broke due to water pressure, as if he is the prosecutor and judge who has completed the investigation and the trial and has determined this cause; when the investigation is in progress and will go all the way to the heads of the Municipality who control the watersheds of the area.
First, there are the owners of the HPP, Vasil Naçi and Vasil Gjika, a cousin of Vangjeli and three partners in dirty business in the Greece-Albania area, who ordered Vangjeli, with Babloku's approval, to appear in the media and deny the truth of the dam's rupture with a specific purpose.
With the denial of the truth by a Bablok servant, the two Vasils of the Lukovë HPP secure two favors: justice is intimidated and there are no criminal consequences; and by calling the dam rupture due to the increase in water from the rains, the state will pay for the damages caused, amounting to millions of Euros.
Tavo's connection with the owners of the Lukova hydroelectric power plant, Vasil Naçi and Vasil Gjika, who ordered the dam to burst, is also proven by the fact that they have submitted a request to the Himara Municipality to build resorts and palaces, precisely on the flooded land.
Meanwhile, with the robbery of coastal land with false documents and sale for resorts, Vangjel Tavo has the experience of 3.3 ha of land by the sea, robbed with false documents under the Lëkurës Castle in Saranda, which he sold for 3.7 million Euros for a resort to the mafia Dajlan Abdia, a friend of Babloku./ Pamphlet
