Some time ago, citizen Fran Bushpepa had a court case resulting in the robbery of his property, a building in Lezha, by citizen Drande Përlleshi, who claimed that he owed her 6 million lek, making false statements.
In the scenario to rob her of the land, the head of the SHISH of Lezha, Viktor Shyti, a close friend of Drane Përlleshi, was directly involved, declaring in court the deception that he was allegedly present and saw when she gave the money to Fran Bushepepa.
After this false testimony, citizen Fran Bushepepa filed a report with the Lezha Prosecutor's Office against the head of SHISH, Viktor Shyti, against whom criminal proceedings were initiated, on charges of fraud and false declaration in court proceedings, resulting in the creation of aggravating circumstances and consequences in property theft.
In front of the Judicial Police Officer, the criminally prosecuted, the head of the SHISH of Lezha, Viktor Shyti, gave contradictory testimony about the false statement he made in court, but the prosecutor of the case, Sabri Kastrati, discontinued the investigations against him.
Following the prosecutor's decision to dismiss the criminal case against Viktor Shyti, the case was sent to court, where it was decided to reopen the investigation against citizen Viktor Shyti, in the capacity of the person accused of false declaration and fraud before the trial body, abuse of office and unlawful influence over the prosecutor.
But the criminal case against him was dismissed again, while with the influence of the head of SHISH, Viktor Shyti, on the Lezha judge, Ilir Përdeda, the robbery of Fran Bushpepa's property was carried out, in favor of Drande Përlleshi, who cheated on the debt.
According to the file, Viktor Shyti has committed several criminal offenses, specifically fraud, false declaration, and unlawful influence over public officials, prosecutors, and judges.
But he also violated SHISH regulations, as he gave testimony in court proceedings with private entities, without informing the General Director of SHISH, and he did not even inform him of the criminal proceedings and investigation conducted against him by the Lezha Prosecutor's Office.
