A drug trafficker in Italy has taken the monopoly of the towing service of ships in all Albanian ports.
It is about Kujtim Hotin, which controls 40% of the dubious concession granted by the Ministry of Transport and Infrastructure in 2017, for the towing service of ships in the Port of Durrës, the Port of Vlora, the Port of Shengjin, the Port of Saranda , Romano Port, Petrolifere Port and in all open ports of Albania.
Initially, Kujtim Hoti has managed to control the state company 'Maritime Service Ships', which Ridvan Bode gave to a character named Ilirjan Feri on December 19, 2007.
Today, the former public enterprise is 80% controlled by the brothers Kujtim, Bujar and Sokol Hoti. Bujar Hoti was also presented as a candidate from the Democratic Party for the Municipality of Durrës.
In June 2017, through a contested and questionable competition, the Minister of LSI in charge of the Ministry of Transport and Infrastructure, Sokol Dervishaj, signed the contract with the company of the Hoti brothers, giving them the monopoly of the ship towing service in it all Albanian ports.
Economic operators must present documentation that they meet all the criteria regarding their past, provided for in the law on tenders and concessions.
It seems that Kujtim Hoti, convicted in Italy for cocaine trafficking, has submitted false documents, and therefore the whole procedure is based on fraud.
Meanwhile, in 2021, the concessionary company Ships of the Maritime Service subcontracts the company Servizi i Morkimit Detar for the towing service on ships in some ports.
The Marine Towing Service Company, founded in 2020, has Kujtim Hoti as a shareholder with 40% of the shares.
Kujtim Hoti has received from the Ministry of Agriculture 450,000 m2 of land in the Karavasta Lagoon area to develop the 'Agro Fish Hoti' business, with a term of 99 years./Prapaskena
