In many messages that come to "Pamphlet", people wonder why SPAK does not investigate these four former DP ministers, whose silence has created reasonable suspicion that they have connections to the SPAK leadership, or have paid to remain uninvolved...
For SPAK and personally for its leader, Altin Dumani, the trust, appreciation and support from Albanians has increased, while in parallel, it is being attacked by the Rama-Berisha-Meta mafia political elite, even with a parliamentary commission and a warning of a merger.
But, for the thefts committed against Albania, SPAK has left out of the "sieve" of the investigation, former ministers and "sheikhs" of the DP government, who have serious economic and financial records.
In many messages that come to "Pamfleti", people wonder why SPAK does not investigate former ministers Ridvan Bode, Genc Ruli, Genc Pollo and Tritan Shehu; their silence towards them has created reasonable suspicion that they have connections to the SPAK leadership, or have paid to remain untouchable.
These people have extensive wealth and partnerships in companies inside and outside Albania, launder billions in construction, tourism, transportation, bank funds, offshore companies, and tax havens.
SPAK will increase and strengthen public trust if it also deals with the exploits of Ritvan Bode, Genc Ruli, Genc Pollo and Tritan Shehu, for the affairs when they were ministers and the transition to an investigation of assets.
In April 2015, the Property Inspectorate reported Ritvan Boden for 500 thousand Euros of unjustified assets, and failure to declare many other properties; but the prosecution did not touch him; while in December 2018, Edi Rama appointed him a Board Member at the State Bank, where he still remains.
SPAK has the evidence and files of Ritvan Bode's affairs, as the originator and implementer of the economic-financial massacre during his 8 years as Minister of Finance, with a total value of 10 billion Euros, ascertained by the Albanian Supreme Audit Office and the audits of the ministries in the years 2014-2016.
He sold 4 state-owned hydroelectric power plants at 10% of their real price; sold ARMO worth 1 year of production; disappeared 30 million USD from the "Dajti" hotel sale and purchase game; donated the concession of the National Fiscal Stamp Lottery, with a loss for the state of 32 million Euros per year.
He embezzled 4 billion Euros in taxes, royalties, and duties and profit rates for the state, from the companies "Bankers", "Albcrom", and "Beralb" of Copper; and under pressure he robbed 10 million Euros from merchants with fiscal cash registers, which he had his own business, etc.; while in the years 2015-2024 he was involved with his son-in-law Arenc Myrtezani in the landfill affair and in the crime of loans with his daughter and son.
SPAK to receive the files of Genc Ruli's affairs, who during the years 2005-2009 as Minister of Economy, signed 215 concessions for hydroelectric power plants in rivers and natural parks; disappeared 900 million Euros in revenue from KESH and 1.8 billion Euros from oil, gas, chrome, copper and tourist taxes.
During his 4 years as Minister of Agriculture, Genc Ruli has a record of 87 million Euros in fictitious tenders for river dams; fraud that caused floods in the north; while on behalf of farmers, he made false letters to the AZHBR and the ministry, claiming to have been given 110 million Euros in grants and reimbursements that were stolen.
Genc Ruli's name is in the bargain he made with the trafficker Ervin Mata, falsifying ownership of the land at the former exhibition and donating it to them for towers, but he sold 312 state properties, land and buildings in Tirenë, Durrës, Vlorë, Saranda, Fier, Lezhë, Shkodër, Elbasan and Korçë for 10-15% of the value.
In a bargain with Sali Berisha, former minister Genc Ruli falsified the ownership file of the land of the "Partizani" complex and gave it to Jamarbër Malltezi for the towers, while SPAK only called him once for 10 minutes and did not include him in the "Berisha-Malltezi-Bektashi" investigative file.
SPAK must receive Genc Pollo's files, during the years 2005-2008 when he was Minister of Education and in the years 2010-2013 as Minister of Telecommunications-Innovation, with the 40 million Euro fiber optic affair; 15 million Euro for 9 schools in rural areas, which were never built.
SPAK should investigate the source of Tritan Shehu's sheikh-like wealth, with a trail of 25 million USD in funds and donations when he was Minister of Health and the sale of 50 thousand m2 of land at 0.001 lek/m2 where the private hospital "Zoja e Kështil të Mirë" was built, where Tritan Shehu has 6 hospital, laboratory and pharmaceutical service units and 15% ownership of the parking lot.
As evidence for the investigation of Tritan Shehu, SPAK has the fact that he was the director of the "Shqiponja" company, which smuggled fuel, weapons and drugs with the Serbian-Montenegrin mafia and with the permission of Sali Berisha, then president, etc., etc./ Pamphlet
