Among the government officials untouched by the Tirana landfill, apart from Rama, Agaç and Lali Eri, is the former Minister of the Environment, Blendi Klosi, although he is immersed "head and toe" in this affair.
His name appears as an active cooperating minister in the case report submitted by BKH investigators to the former head of SPAK, Arben Kraja, who is the prosecutor of the Tirana land case file.
In 1308 pages of written documents, phone conversations, e-mails, the former Minister of the Environment, Blendi Klosi, appears 27 times as a private and official confidential contact with Klodian Zoto and Mirel Mërtir and the signatory of 15 documents for the Tirana landfill.
In the same way, the name of Blendi Klos is mentioned 63 times by Zoto and Mërtiri, by his subordinates and officials of the Ministry of Finance and the Municipality of Tirana, who have dealt with the continuation of the landfill procedures and the issue of the Tirana incinerator.
One of the favors for Klodian Zoton is Decision no. 54, dated 27.11. 2018, signed by Blendi Klosi, for the environmental permit he gave to the Tirana incinerator with false data and fraud.
Former minister Blendi Klosi declares that he gave this permission for the landfill for the first time, when in fact it was given on August 17, 2017 by former minister Lefter Koka, but it was not implemented by Klodian Zoto, because there were 6 legal requirements strict at a cost of nearly 10 million Euros.
While Minister Bledi Klosi did not include these main legal criteria in the form and report of the environmental permit he gave on November 27, 2018, deceiving as if the landfill company had met all 17 environmental requirements, favoring Klodian Zoto.
The other deception that Blendi Klosi has done is this: in the material accompanying the environmental permit in November 2018, he declares that the Tirana incinerator has been built, tested and is ready for burning waste and producing electricity, when construction has not yet started.
In the same way, he has deceived as if the specialists of the Ministry of Environment, together with those of the company "Integrated Energy BV SPV" of Klodian Zoto, have allegedly made environmental consultations with the residents of the area in Sharre, Vaqar and Kombinat and as if they have received their approval.
Forgery and another crime of Blendi Klos, in favor of Klodian Zoto and with consequences against the lives of the residents of the area, is the fact that for the Tirana incinerator, he gave permission to use the water of the Erzen Basin and permission to deposit the ashes of the waste in residential area, stating that the incinerator is 25 kilometers away from the residential center.
Why is SPAK not investigating and handcuffing former minister Blendi Klosi, who signed 15 decisions and orders for Tirana's landfill and cheated on Tirana's incinerator?
The head of SPAK, Altin Dumani, knows this inaction, while we know the fact that after the false documents for the Tirana incinerator, Blendi Klosi became Villa no. 69 at the "Green Coast" complex in Palasa-Himarë, registered in the name of Dritan Shakohoxha./ Pamphlet
