On October 16, 2025, two episodes occurred related to the same names and the same network protected by Prime Minister Edi Rama with licenses and "Strategic Investor" status.

1. In New York, federal judge Jed Rakoff sentenced former Russian diplomat Sergei Shestakov to prison for collaborating with former FBI agent Charles McGonigal in evading sanctions against Russian oligarch Oleg Deripaska.

2. In Tirana, Edi Rama gave the project of the "Asllan Rusi" sports palace and the permits for the towers around it to the "Trema Tech sh.pk" company group of businessman Ilir Trebicka, Deripaska's partner in several major investments in Albania.

Trebicka-Deripaska partnership, file blocked in SPAK

According to an FBI report sent in September 2023, Ilir Trebicka and Russian oligarch Oleg Deripaska are secret partners in several Russian-capital companies operating in Albania in the fields of tourism, construction and energy. The report was forwarded for investigation to SPAK and BKH, after the “Rama–McGonigal” affair emerged.
But SPAK head Altin Dumani has prevented the opening of the investigation, ordering the blocking of the procedure.

"Pamphlet" sources within the investigative structures confirm that the former director of the BKH, Aida Hajnaj, clashed with Dumani over this issue as well, and reported the obstruction to the FBI as political interference and as a suspected case of Russian money laundering.

Government decisions that legalized robbery

The FBI report contains copies of decisions signed by Prime Minister Edi Rama and members of the government for the donation of 800 hectares of state land in Divjaka to the company "Agro Iliria Group", where Ilir Trebicka and Oleg Deripaska are partners.

The decisions bear the numbers 6/4, dated April 19, 2018 and 6/9, dated June 24, 2020, with "Strategic Investor" status.

The black channels of Russian money

The FBI report speaks of the penetration of Deripaska's funds into Albania through the dark banking channels of Raiffeisen Bank, international transfer agencies and offshore companies working with the Albanian government.
On Albanian territory, the financing passes through Trebicka's companies, while the Financial Intelligence Agency, SHISH and anti-money laundering structures are silent, as they depend directly on the prime minister.

Companies where money is hidden

In the "Trebicka-Deripaska" file, which has been in SPAK's drawer for three years, the FBI has identified the following companies as main money laundering channels:
"Agro Iliria Group", "Drimadhe I&I", "X-One", "Media Call 2000", "Trema Investment", "Trema Investment 2", "Pelikan Energy", "Niko P&I", "Shushica Energy" and "Trema-Gjoka JV".

Through them, Ilir Trebicka has received permission to:

1. the villa and palace complexes in Farka,
2. the “Thymus” resort with 38 villas in Dhërmi,
3. the Durrës stadium and the towers around it,
4. “Oxa Tower” near Garda, in partnership with Ylli Ujka and Çesk Ivanaj,
5. investments in Poliçan and Virua in Gjirokastra,
6. six HPPs in Shushicë in Vlora,
7. the “Asllan Rusi” sports palace project and the surrounding towers.
This file, silenced by SPAK and closed by political order, is further proof that behind the investments of Rama’s “strategists” lies a Russian financial chain that passes through oligarchs, banks and construction companies, while Albanian justice keeps its eyes closed./ Pamphlet
