A 180-degree change in the stance of SPAK leader Altin Dumani regarding the representation of the appeal in the Special Appeals Board (SAB) against the re-evaluation subject Ylli Pjetërnikaj has raised serious suspicions of influence and collusion on the eve of the competition for the new head of SPAK.

This is the same "Vetting" issue, where SPAK, in the first session, had requested the dismissal of the subject for not justifying his assets, while in the final session it changed its position, requesting his confirmation in office.

This surprising reversal occurs at a delicate moment, when the election of the new head of SPAK is expected and every vote of the members of the High Prosecutorial Council could decide the winner.

Sources from the special prosecution office indicate that Altin Dumani has openly expressed his support for candidate Klodian Braho, while lobbying, bargaining and "exchanges of honors" have entered the open phase of what some prosecutors call "institutional clearing".

From request for discharge, to request for confirmation

The case centers on prosecutor Ylli Pjetërnikaj, who was confirmed by the Independent Qualification Commission, but the decision was appealed by Public Commissioner Florian Ballhysa, who requested his dismissal for failure to justify his assets.

In the first session, Altin Dumani himself represented SPAK and demanded the dismissal of Pjetërnikaj, upholding the claims of the Public Commissioner.

But in the second session, when SPAK's position was expected to be repeated, the situation changed radically. Dumani did not appear himself, but sent Klodian Braho, the candidate he supports for the new leadership of SPAK, to represent the institution at the KPA.

Braho, at the end of the session, presented the opposite position to the previous one: "The head of SPAK requests that the KPK decision be left in force," he declared, demanding that Ylli Pjetërnikaj be confirmed in office.

This unexpected change came at the same time when prosecutor Pjetërnikaj was mentioned as a close friend of the member of the High Prosecutorial Council, Zeqir Hoda, whose vote could be decisive in the race for the new head of SPAK.

Suspicions of tacit agreements

Sources from KPA and SPAK claim that the "change of course" was not institutional, but the result of a tacit agreement to secure Hoda's support in favor of Klodian Braho.

In practice, this means that the current head of SPAK is using his institutional position to influence the revaluation processes in exchange for votes for his preferred candidate.

The KPA panel has concluded its review and is expected to announce the final decision today, October 17, at 12:00.

The "Pjetërnikaj" case is expected to become a public test of the integrity of SPAK, which is currently at a critical crossroads between political pressures and internal lobbies, where any "clearing" could cost the credibility of the special justice itself./ Pamphlet
