From Zenit&Co with 118 public tenders, to E VENTO with the wind project in Konispol, Tarba continues to profit in a strategic sector supported by the state, using family and partners linked to tax evasion schemes.

In 2016, the Elbasan Prosecutor's Office sent to trial executives of the Albanian Road Authority and company administrators for abuses in the construction of the Tirana-Elbasan road. Among them was Rexhep Tarba, administrator of Zenit-06 shpk, accused of "Abuse of duty" and arrested as a supervisor of the works. The charges indicated that through manipulated inspections and false certifications, the state had been caused a damage of 37 million dollars. In the same file, the Zenit-06 company itself, as well as the companies "Vëllezërit Hysa" and "Arifaj", also appeared as accused subjects.
Rather than let this case block his path to the public market, Tarba used a simple transfer scheme. In January 2019, just a year after his arrest, he transferred 100% of Zenit&Co shares to his wife, Luiza Tarba. This transaction erased his name from the ownership documents, but allowed the company to continue operating normally and receive public tenders without hindrance.
The results speak for themselves; after this formal transfer, Zenit&Co secured 118 public contracts, with a total value of over 147 million lekë. 60 contracts were signed with the Municipality of Tirana alone, with a value of over 39 million lekë, while other large contracts were obtained from the Municipality of Kamëz (12 tenders, about 10% of the total) and the Municipality of Durrës (8 tenders). The tenders are mainly for works supervision (50%), study-design (30%) and supervision (20%). In simple words, the company continues to win in the very sector where its founder was caught abusing.
Meanwhile, Rexhep Tarba is currently a partner with 19% of the shares in E VENTO srl Albania NIPT K81419015N, a company licensed by the Energy Regulatory Authority for the production of wind energy. E VENTO received an environmental permit from the National Environment Agency in May 2022 for the project in Konispol and is in the implementation phase. The administrator is Florian Peri, while 80% of the capital is owned by GPG Company, controlled by the tender 'shark' Paqsor Buzi. The latter, in 2019, was placed under house arrest as part of a group of 15 businessmen caught in a tax evasion scheme of 30 million euros during the "Informality" operation.
This means that a businessman accused of abuses that caused the state 37 million dollars in damage in the Tirana-Elbasan road project, not only did not cut off public funds, but continues to receive contracts. Zenit&Co, his company, which was previously registered in the name of his wife, has won over 118 tenders with a contracted value of 147.6 million lek, most of them for supervision of works, in the same sector where Tarba was convicted of abuse of office. In addition, through E VENTO, he has also entered the strategic sector of wind energy, collaborating with partners caught in fiscal fraud with colossal figures.
Nothing has changed except the name on the papers. From abuses on the streets, to today's tenders for works supervision and wind projects in Konispol, Tarba continues to quietly benefit from the state, using his family and partners as a shield.
