But in Saranda, in addition to having only 5 hours of water supply, the Waterworks has suffered losses and thefts every year, due to corruption, through non-invoicing and minimal invoicing of businesses such as farms, marble production, car washes, fishing lines, hotels and resorts. who pay as family members and do not pay and give bribes to the heads of the Waterworks.
The heads of the Saranda Waterworks are from Tepelena, who for 12 years have created a structured gang that organizes and carries out the theft of funds through tenders, sales revenue, fictitious salaries and balance sheets with alleged losses.
The "Tepelena" gang that has captured and controls the Saranda Waterworks is led by Armando Goxharaj, the grandson of Gramoz Ruçi's wife, who was catapulted from Memaliaj to Sales Director at the Tirana Waterworks, while in December 2022 he was transferred to Saranda Waterworks Director.
In this task, Armando Goxharaj from Memaliaj, replaced director Sheme Lulo from Memaliaj, who was in charge of the Saranda Waterworks since March 2012, while he has been appointed Technical Director of the Waterworks since March 2012.
The representative of the state partners in Saranda Waterworks is the Mayor, Oltion Çaçi, born in Memaliaj, raised in Tepelena, hotel businessman in Durrës and catapulted Mayor on May 14, 2023.
The person who monitors and supervises the activity of the Saranda Waterworks on behalf of the Ministry of Infrastructure-Energy, is Arben Kaçorri from Tepelena, with the position of Director of Monitoring at the National Agency for Waterworks and Sewage; and the brother-in-law of the Mayor of Sarandë, Oltion Çaçi, family connection with Gramoz Ruçi and the director of Goxharaj of Waterworks.
Chief and Watch Controllers; the chief and the 11 supervisors of the water supply network are from Tepelena, relatives of the main managers of the water supply and Saranda Municipality.
From Tepelena are also the billers of the city area, of hotel and restaurant businesses, as well as employees of the cashier, the electronic register of invoicing and debits, of finance and internal audit, and the sector of tenders, investments and services.
While the water supply board, which signs expenditure, investments, employment and balances, has local government officials and the Economic Director of the National Water and Sewerage Agency, Florian Demi, a relative of Gaz Demi, while all balances are approved by the mayor of Tepelena.
For 12 years that the Saranda Waterworks has been run by the "Tepelena" gang, it has been stolen and fictitiously extracted with losses from 500 million to 1.2 billion lek per year, even in the 5 months of the beach season; while according to the HC, investments were financed that were not carried out at all, with a total value of 18 million Euros.
Even 1 year after the transfer of 51% shares to the administration of the Ministry of Infrastructure-Energy, the Saranda Waterworks has come out with alleged losses to mask the thefts; because it continues to be used as a "source" of millions for the "Tepelena" gang, led by the mayor Oltion Çaçi and his brother-in-law Arben Kaçorri. / Pamphlet
